Single Family Dwelling) to GC -MD (General Commercial -Multiple Family
Dwelling) District for a 12.211 acre tract located at the southwest corner of
Dowlen Road and the proposed Folsom Drive Extension in the H. Williams
Survey.

STAFF REPORT
The owners of Broussard's Mortuary wish to have the 12 acre tract rezoned so that they
will be able to build a satellite facility on the west 5.8 acres of the Amoco tract. The
remainder of the tract will be developed as allowed in GC -MD. If the zone change to GC -
MD is granted, Broussard's will apply for a specific use permit to allow a mortuary. The
company plans to access the site from Folsom Drive which should be under construction
within a year.
Another Amoco tract consisting of 32.7 acres was recently zoned to GC -MD, located
directly north of the subject property.
The property faces two churches on Dowlen and is north of the West End YMCA and a
DD#6 ditch. The DD#6 Retention Pond "A" abuts, the 12,211 acre tract on the west.
Dowlen Road is a major arterial street and Folsom is a secondary arterial according to the
Major Street and Highway Plan,

LEGAL DESCRIPTION FOR ORDINANCE PURPOSES
Being a 12.211 acre (531,927 sq. ft.) tract of land lying in the H. Williams Survey -
Abstract No. 56, the W. B. Dyches Survey - Abstract No. 17, and the A. Duwe Survey -
Abstract No, 459, Jefferson County, Texas, said tract lying in and being a part of that
certain 891,828 acre tract as conveyed to Yount -Lee Oil Company by deed recorded in
Volume 374 Page 367 and that certain 713.67 acre tract conveyed to Yount -Lee Oil
Company by deed recorded in Volume 374 Page 113 of the Deed Records of Jefferson
County, Texas, said tract being more particularly described by metes and bounds as
follows:
For the PLACE OF BEGINNING, an iron rod with DD#6 aluminum cap found marking
the northeast corner of that certain 2.49 acre tract of land conveyed to Drainage District
No. 6 for a drainage easement on December 20, 1991 and recorded at Film Code 104-01-
0353 in the Real Property Records of Jefferson County, Texas, said point being in the
west line: of Dowlen Road, a 100 foot wide right-of-way;

Dear Mr. Richardson:
Broussard's Mortuary, Inc. is requesting that the District Regulations in the City of Beaumont Zoning
Ordinance be changed from R-S (Residential Single Family Dwelling) and A-R (Agricultural -
Residential) to GC -MD, (General Commercial -Multiple Family Dwelling) with regards to the above
referenced tract.
Broussard's Mortuary, Inc. is a 4 1h Generation Family Business which has been meeting the needs of
Southeast Texans for more than 100 years. We have been located at 2000 McFaddin since 1958, and
have full service funeral homes located in Kountze, Nederland, and Winnie. Broussard's Mortuary is the
5'h largest independently -owned fimeral provider in the State of Texas, and must open an additional
funeral home in order to continue the level of quality service for which we are known.
It is our desire to develop an additional facility in the West End of Beaumont to meet the demands of our
client families. Therefore, we have entered into a contract to purchase the above referenced tract, and
develop the western portion of the tract (5+/- acres which is bound by the Jefferson County Drainage
District #6 Retention Ponds on the western property line, the Jefferson County Drainage District #6 Ditch
on the southern property line, and the proposed extension of Folsom Drive on the northern property line)
with a Funeral Home operated by Broussard's Mortuary, Inc. The remaining 7+/- acres would be
developed to its highest and best use within the GC -MD District Regulation.

FOLSOM ROAD
Folsom is currently four lanes from 'West Lucas to Crow Road; however, from Crow to Lowden it is only
two lanes with ditches on both sides. Opon completion of the two phases of this project, Folsom will be a
four lane concrete curb and gutter arterial from West Lucas to Major drive. The construction of an
underground storm water sewer is also included. The estimated costs of Phases I and 11 of this project are
