Richardson, Planning Director SUBJECT: Consider the Preliminary Plat of Brownstone Estates, Lots 1-27; 10.5283 acres. FILE: Preliminary Plat - Brownstone Estates STAFF REPORT Steven Brown wishes to develop a 10-1/2 acre tract for single family purposes. The tract is carried as acreage and is not within the Calder Highlands Extension Addition as is the Brownstone Subdivision to the north. A public hearing is not required. The 27 lots proposed will front on three private streets. The 27 proposed lots exceed the width and depth requirements of the Zoning Ordinance for single family lots. Average lot size is 100' x 145. At the time of this writing, the Planning staff has received the following comments: 1) Traffic Engineering - Requires two additional street lights: one at the northeast comer of Lot 27 in Brownstone Place Street and one in Brownstone Place between Lots 17 and 18; 2) City Engineer - There are no easements shown for the sanitary sewer, water lines or storm sewers. The streets where much of the city set -vices are located are private. 3) Planning Division - Proposed restrictions and property owner covenants have not been received. No easements are shown on the plat for the use of the franchised utilities, fire hydrants or street lights. If there is to be a future Section Two of Brownstone Estates, then the title of this subdivision should include Section One and Block One. Scrivener errors on the plat - identification of surrounding properties as "Replat Brownstone" instead of Brownstone Subdivision, Calder "Highland" Extension, instead of the correct Calder Highlands Extension. Remove "Field note description" under location map. Street names Brownstone Street and Brownstone Lane will lead to confusion with Brownstone Place and a future proposed Brownstone Drive. The proposed subdivision is in compliance with the Zoning Ordinance and the Comprehensive Plan. Approval should be subject to conditions. The drainage calculations for this subdivision were done by Mark Whitley and Associates for the drainage systems the City approved for Brownstone Subdivision, (reference sheets 17 and 18 of the construction plans). Taft, now being constructed, is within Brownstone Subdivision west of W. Lucas Drive, It is a replat of lots in the Calder Highlands Extension Addition, Two cul-de-sac streets extend west from Brownstone Place. All three of these streets are private and will be maintained by a property owner's association. Rights -of -way are 50'and pavement widths 27 feet. GENERAL INFORMATION/PUBLIC UTILITIES, continned DRAINAGE: Drainage plans were submitted for this tract when the Brownstone Subdivision was being considered in August of 1998. The City and DDH6 accepted the drainage scheme at that time. SANITARY SEWER SERVICE; FIRE PROTECTION: A 6" water line will be extended south in Brownstone Place to serve all lots. A 6" sanitary sewer will be extended south in Brownstone Place to serve all lots. Fire Station #4, Gladys' at Lucas Proposed services are adequate. However, dedicated utility easements and a storm sewer easement will be required. Also, two additional street lights are required. See page one.
