Richardson, Planning Director SUBJECT: Consider the Preliminary Plat of Windsor Gardens, Section Three FILE: Preliminary Plat - Windsor Gardens, Section Three STAFF REPORT This proposed 4.295 acre residential subdivision contains 13 single family lots and is out of the H. Williams Survey. The property lies west of Windsor Gardens, Sections One and Two, which are west of Windsor Park Addition. Windsor Parkway provides access from Dowlen Road. Windsor Parkway becomes a private street at the entry to Windsor Gardens, Section One. The street will be extended and built to City standards. Windsor Park was developed in the early 1990's. The two previous Windsor Gardens sections were developed in 1996 and 1997, respectively. The private streets will be maintained by the property owners. Water and sanitary sewer will be dedicated to the public and maintained by the City. Prints of this, subdivision were distributed as required. No objections were received by the Planning Division. Lots 9, 10 and 11, Block I front along the north side of Windsor Parkway. Lots 20 through 29, Block 2 have addresses along the Covington Court cul-de-sac. Private drives will give access to garages at the rear of Lots 20-29, Block 2. Lot sizes exceed minimum requirements. The applicant has requested a waiver from the temporary cul-de-sac requirements regarding the west end of Windsor Parkway. This is allowed when the dead-end street is less than 200 feet in length. Property immediately west of Section Three is planned for future residential development. Box 3927 Beaumont, Texas 77704 Attn: Mr. Stephen Richardson, AICP Planning Director Re Dear Steve; Consulting Engineers & Surveyors CITY OF l3UUj%V)T' PLANN11 G DVylF711 JAN 2 2 199 Windsor Gardens, Section Three Transmitted herewith in regard to the above referenced are the following; 1) 30 prints of the preliminary plat for Section Three of Windsor Gardens 2) $399.00 application fee (check no. 9532) Section Three of Windsor Gardens will consist of 13 lots for single family residences and is consistent with the expansion plans proposed and approved with two previous sections. This development has a gated entrance which remains open during daytime hours for garbage pickup, mail delivery, etc. and is secured at night to limit and deter public access. This section will complete the development of existing, land currently owned by the developers, E.A.G. Enterprises,. Inc. while providing an outlet to the west for the future extension of Windsor Parkway. The developers have expressed their interest to Amoco in purchasing adjoining lands to take this development west to the future extension of Shakespeare Drive as outlined in our presentation with Section One and in keeping with the City's current Major Street and Highway plan. Until plans for this extension and/or tie in or made, the developer will fence off the west line of this private development and construct a temporary gate structure at the end of Windsor Parkway until such time as plans for tie in are confirmed. With the intersection of the last street 190' from the west line of the property and a paved alley at the west line, the developer requests that the Planning Commission waive temporary cul-de-sac requirements at the end of Windsor Parkway. Mr. Stephen Richardson, AICP City Of Beaumont Planning Director 22 January 1999 Page 2 All streets constructed within this development will be built to City standards and will be privately maintained by the existing homeowners association, Water and sanitary sewer improvements will also be constructed to City specifications and, after acceptance, will be maintained by the City. Easements will be dedicated for access to and maintenance of all utility services. Mail service will utilize the existing kiosk located on Windsor Parkway just inside the Windsor Park addition entrance off Dowlen Road. The original restrictions for Windsor Gardens are recorded under County Clerk's File No. 96-9623003 of the Official Public Records of Jefferson County, Texas. This 4.295 acre tract is consistent with the development plan previously proposed for this tract and will basically mirror image Sections One and Two. The lots fronting Covington Court will have garage access from the rear via private 16 foot wide concrete drives. Drainage for all three sections of the Windsor Gardens development will be constructed within the parameters of design of the drainage master plan for Windsor Park previously approved by the City and DD6 in 1991. All proposed pipe sizes meet the original design capacity and should provide excellent drainage for this project. All electrical power on this site will be installed underground. We trust these expansion plans for this development will meet with the Planning Commission's favorable approval at the upcoming meeting scheduled for February 15'h 1999. GENERAL INFORMATION/PUBLIC UTILITIES continued DRAINAGE: Storm sewers will be constructed as shown on the master drainage plan approved for Windsor Park Addition by the City and DD#6 in 1991. Storm sewers are in Windsor Parkway and in private driveways at the rear of Lots 20-29, Block 2 of the addition. WATER: Existing 8" water line in Windsor Parkway will be extended and a 6" line will be constructed down Covington Court. SANITARY Existing 8 " sewer in Windsor will be extended SEWER SERVICE: and a 6" line will be constructed down Covington Court. ADEQIIACY OF SERVICE: Fire Station #9, 7010 Gladys Avenue Proposed utilities and services will be constructed to comply with all City regulations. Electrical services will be underground. Water and sewer services will be in casements and dedicated to the City.
