Richardson, Planning Director SUBJECT: Request to consider the Preliminary Plat of The Meadowlands, Lots 16-21, Block I and Lots 7-19, Block 6, out of the W. Dyches Survey, AB-17, Beaumont, Texas. FILE: Preliminary Plat - The Meadowlands STAFF REPORT Howell and Davis, Inc. has submitted a new plat for The Meadowlands, developed by Don Streety Enterprises. This subdivision is located in northwest Beaumont, north of State Highway 105, west of RFD Road and south and east of a 70' wide and a 60' wide DDA drainage ditch right-of-way. The lots exceed the minimum size for single family lots in the residential district. The Meadowlands began construction in 1984 and the last Section (No. 3) in 1993 and a minor plat in 1997 brought to date a total of 33.169 acres of land into new residential development. This particular section under consideration was previously approved for construction several years ago but was not built. Thus, the earlier preliminary approval is null and void (2 year time table on preliminary plats). However, the earlier approval did include approved water, sanitary sewer and drainage plans,, according to consulting engineer Ronald Davis. Copies of this proposed plat were transmitted to those parties responsible for advice on new subdivisions. The plat generally meets the requirements for approval. It conforms to the Zoning Ordinance and the Comprehensive Plan. However, approval should be subject to the following conditions, which will require that the consulting engineer submit several copies of a revised and corrected plat to the Planning Division prior to submitting construction plans to the City Engineer: 1) Title - depict lots, blocks, section numbers and acreage of the proposed subdivision; 2) Correct lot number sequence in Block 6; 3) Show all lot and boundary dimensions and bearings; 4) Show cul-de-sac pavement radius; 5) Indicate the location of proposed street lights as per requirements from the Traffic Engineering Division; STAFF SPORT continued 6) Show 10' wide utility easements along the front 10' of all lots as requested by Entergy; 7) Comply with the City Engineer's request reference the drainage plan computations and the Fire Marshal's request reference the water line. NOTE: The consulting engineer has been advised of the need for a revised preliminary plat and is at the time of this writing preparing a new plat for submission. Exhibits are attached.
