FILE: 1442-P STAFF REPORT Delores Davis is the director of House of Praise Deliverance Ministries. She has acquired the former office of Dr. Charles Wallace. Adjacent to the one-story brick building is an existing paved parking lot. The Wallace Family, through a donation, has made it possible for the House of Praise to, purchase the property. Mrs. Davis proposes to offer GED preparatory classes in English, math, social studies, science and art. She proposes to train 10-20 students at a time. The building contains 2,268 square feet. Box 653, Beaumont, TX 77704 (409) 835-7912 February 19, 1999 Dear Members of the Planning Commission and City Council: The House of Praise Deliverance Ministries, Inc. is applying to the City of Beaumont for a Specific Use Permit for the property located at 860 Trinity Street, We plan to use the building strictly for educational purposes. Dr. Charles R. Wallace's family has donated a large sum of money to enable us to purchase the property to use as our Ministry's educational building. We will offer GED preparatory classes as well as classes in English, math, social studies, science, art, etc. Our proposed use of this property conforms with all eight conditions specified in Section 30-26 of the City of Beaumont's Zoning Ordinance: 1.) The building's use as an educational facility for 10-20 students is compatible with and not injurious to other property in the area which includes two churches (one of which has a large educational building on its property) and the Italian American Association's new Memorial Piazza. Property values will not be adversely affected. 2.) Our use of this property for educating young people will in no way impede any future development or improvement of surrounding vacant property. 3.) This building was used for many years as a medical clinic and it already possesses adequate utilities, access roads, drainage, etc. : f, 7 ;,, / I " 4.) As can be seen on the enclosed site plan, the design, location and arrangement of driveways and parking spaces provides for safe and convenient movement of vehicular and pedestrian traffic without adversely affecting the general public or adjacent development. 5) Nothing that we will be doing in this building will cause any offensive odors, fumes, dust, noise or vibration, 6.) Directional lighting for the building and parking area will be set up so as not to disturb or adversely affect neighboring properties. 7.) The property already has sufficient landscaping and is in harmony and compatible with adjacent property. 8.) Our proposed use of this property does not conflict with the City's comprehensive plan. The land uses in this neighborhood include a City fire station, an automobile repair shop, a cathedral, a memorial piazza dedicated by the Italian -American Association, a church and frame residences. The proposed use of this vacant medical office will enhance the neighborhood and will not impair property values. 8, The Comprehensive Plan shows this property in the area of the Central Business District. The proposed use is compatible in the area and will aid in the conservation of the neighborhood.
