SUBJECT: Request for a specific use permit to allow the construction of a professional office
building in an RM-H (Residential Multiple Family Dwelling -Highest Density)
District.

STAFF REPORT
The Port of Beaumont wishes to build an 8,630 square foot two-story brick office building
for the Bulk Terminal on land they own between Buford and Stewart and the abandoned
Herring Street (Ordinance #99-26) and Carroll Street. The property consists of 2.06 acres
of land, including the abandoned 20' x 300' alley ((Ordinance #99-26). All utilities and
public services in the abandoned rights -of -way were abandoned or relocated at a cost of
over $21,000 to the Port Authority, The Port owns property lying to the north, east and
west.
This request is in compliance with the Comprehensive Plan, the Zoning Ordinance and is
in compliance with the goals and objectives of the Charlton -Pollard Neighborhood Plan
for "transitional" areas. The application complies with the eight conditions necessary for
approval of a specific use permit.

Dear Murray:
The Port Beaumont is requesting, The Beaumont City Council and The Planning Division to consider approval of a
"Specific Use Permit" for improvements that will be constructed in Block 7, Neches River Park Addition in the
City of Beaumont.
Upon approval of this request the Port propose to construct a Two Story Office Building in the area bringing
approximately eighteen (18) new jobs to the area, not including any jobs created during the construction process.
Attached, please find the completed Specific Use Permit Application, City of Beaumont area map showing
location of the proposed building, office building layout drawing that include the required eight conditions that
must be met before a Specific Use Permit can be issue and Port of Beaumont check in the amount of
Three Hundred Fifty Dollars, ($350,00) for application fee.

property, nor significantly diminish
or impair property values within

Following are comments on Conditions 1 and 8:
1. The two-story brick office building will enhance the immediate neighborhood and
provide a good buffer between Port activities and the residential areas.
8. This proposal is in compliance with the goals and objectives of the Comprehensive
Plan as amended by the Charlton -Pollard Neighborhood Plan regarding
"transitional areas."
