Richardson, Planning Director SUBJECT: Consider a request for a specific use permit to allow a company that fabricates, installs and repairs canvas awnings and tarps in the GC -MD (General Commercial -Multiple Family Dwelling) District. FILE: 1459-P STAFF REPORT Mr. Brett M, Harrington owns and operates the Hall-McSween Canvas and Upholstery Shop. He wishes to relocate from his present Gulf Street location to 1075 Calder Avenue at Forrest. This is the now vacant M.J. Walker Tire Center. As a special trades contractor, the business installs, repairs and sells canvas awnings and tarps. The company fabricates its products for residential, commercial, industrial and agricultural customers. They have been in Beaumont since 1947. Mr, Harrington took over the business in 1989. All of the manufacturing processes take place indoors. He plans, to paint and improve the outside of the building. Exhibits are attached. June 24,1999 Beaumont Planning Commission / City Council Dear Commission & Council My name is Brett Harrington, I am requesting a specific use permit on a property that I hope to purchase, located at 1075 Calder, (the former M J Walker tire store). It is my intent to relocate my company, Harp -McSween Canvas & Upholstery to a larger building, the property at 1075 Calder; (with minor interior modifications) is best suited for our needs and in our price range, and has enough room for future growth. Hall-McSween has been a part of the Beaumont business community since 1947. 1 have owned the company since 1989. We are a custom canvas manufacturer, for those that are unfamiliar with my company, the fist of products we build are quite varied, herein I will list the major products, custom tarps for the petrochemical plants, oilfield services, farming, & marine shipping. We are a major manufacturer of custom commercial & residential canvas and back -lit awnings. We build custom boat tops, trailerable boat covers, boat cushions et. We also build forced -air inflatables for advertising. The site activities would be indoors, the present office/showroom would be converted into sewing room/showroom/ offices. With the six garage bays, three would be used as a aluminum welding /fabrication shop, the other three would be used for the inside fabrication work on boats. I believe that the specific use will be compatible with and enhance the area. This building has been vacant for a period approaching twenty four months. Our intent is to paint the building, replace the wood garage bay doors with aluminum overhead doors. We would add some attractive canvas awnings to enhance the curb appeal of the building, just as Hall-McSween's has done for many buildings in the community. Two outside directional security lights would be installed on the building, lighting the building and parking area so as not to disturb or affect neighboring properties. All signage proposed at this time will be professionally painted on the building facade an on canvas awnings. We do not produce any odors or fumes, and there is very little noise emitted in the welding /fabrication of our awnings. All cutting is done with band saws that do not produce any offensive noise. The existing utilities, location and arrangement of driveways and parking spaces should not need any modification. At this time no landscaping is being proposed, as there is no exposed ground, all the property is concrete parking, and building. In closing Hall-McSween will be a good neighbor and will enhance the area, just as we have for the last fourteen years in the present location that we have outgrown at 2909 Gulf St. Respectfully Submli4ed 2MBrett . Comments on items 1, 7, and 8 follow: I This is a re -location of the existing Hall-McSween Canvas and Upholstery Company now on Gulf street to the vacated MJ, Walker Tire Store. As a special trades contractor, the applicant's business activities include fabricating, installing, repair and retail and wholesale trade. Only the fabrication activity and wholesale trade require a specific use permit. Repair and retail sales are permitted uses in the district. 7. This property has been used for business for many years. The entire tract is concrete paved. No additional screening or landscaping is required. 8. This re -use of a commercial property on an arterial street is in compliance with the plan. The CBD ties only 25 feet to the east, where all the business activities of the McSween Company are permitted uses.
