The Planning Director recommends approval of the specific use permit for the private pre-
school at 790 Forsythe,
The Saint Anthony Cathedral wishes to open a pre-school for youngsters in an existing
commercial brick building on property owned by the Diocese of Beaumont. The building,
previously occupied by an insurance company, contains 3,000 square feet. The church plans
a 12' x 25' (300 sq. ft.) addition to the southeast corner of the building. Staff parking is
located directly south and across the street where there are existing paved parking lots.
Jefferson Street south of Forsythe has been closed and is the property of the church. Drive
thru and pick-up will be from existing driveways located off-street on the subject tract.

RE: Specific Use Permit
We are submitting a request for a Specific Use Permit. We propose to renovate an existing one
(1) - story building consisting of approximately 3,000 square feet. The building will be used as
an Early Childhood Center.
The renovation will be compatible with the current building aesthetic and set back from adjoining
properties. The visibility will remain the same and shall not impede development of any property.
There is vacant property to the adjacent properties that can be developed. Our existing property
plan now has adequate utilities, access roads, drainage, and supporting facilities. These are all
existing and shall be left as is.
The location and arrangement of current driveways and parking spaces have been considered and
designed. The site plan design will show and allow a continuous flow of traffic.
We have taken measures to prevent nuisance. We shall have no odors, fumes, vibrations, or loud
noises. Children on the playgrounds will be in one location. This current location, in the west
of the property behind existing buildings, has been in operation and has had no complaints. The
other area shown on the plans is set back from adjoining property lines in order to be congenial
with neighboring properties. These areas are consistent with our current areas where children plan
several times during the week with no real "noise". The children are currently at play between
the hours of 10:00 AM to 12.00 PM with no complaints that we are aware of.
Lighting will be directional in play areas and shall comply with current codes. The lighting should
be adequate for our existing Master Plan with nothing to, effect neighboring properties.
Landscaping and screening are designed to ensure harmony with the adjacent property. This
proposed building renovation and use would be in accordance with our overall plan for providing
Parish life to our church community.

This entire vicinity is of churches, schools, homes, city parks, and commercial businesses. We
feel our proposed renovation will be compatible to the vicinity, blend in with others, and provide
additional needed support to the entire community.
