SUBJECT: Consider a request to change the zone classification of 19.747 acres from RS
(Residential Single Family Dwelling) to RM-H (Residential Multiple Family Dwelling -
Highest Density) or a more restrictive multiple family district.

STAFF REPORT
The Planning Director recommends that the property be rezoned from RS to RM-M. This
would be in compliance with the Comprehensive Plan,
The Praise Christian Center owns three tracts containing a total of 19.747 acres at 8325
Walker Road. The church sanctuary is situated at the northeast part of the property and a
classroom building is located just south of the church. Both structures face Walker Road,
The church's plan is to build six 900 square foot one story apartment units for senior citizens
on a tract next to the church over the next several years. The property is north of Chinn Lane
and is bound by Major Drive, the LNVA fresh water canal and Walker Road.
The church has requested RM-H (Residential Multiple Family Dwelling -Highest Density) for
all of the church property (three abutting tracts). RM-H permits up to 29 units per acre and
RM-M (Residential Multiple Family Dwelling -Medium Density) allows up to 18 units per
acre. The church was constructed prior to specific use permit requirements for institutional
uses in residential districts, This property was annexed into the city in 1957 and originally
zoned in 1964,
Because of it's isolated location, existing physical boundaries and the surrounding land use,
the RM-M district for all or part of the property would be compatible in the immediate
vicinity.

Please find attached an application to re -zone a 19 47
acre tract of land in north Beaumont from single family
to multi -family designation. It is the intention of
Praise Christian Center to construct as, many a six (6)
900 square foot units for Senior Housing on this tract
within the next several years.These units will house
individuals that are over 55 years of age and can care
for themselves but do not wish the upkeep and mainte-
nance of their own home.
The tracts to the northwest and immediately joining on
the south are currently designated multi -family, so this
.request would be in line with existing zones.
