(Residential Multiple Family Dwelling - Highest Density) to GC -MD (General
Commercial - Multiple Family Dwelling) district.

STAFF REPORT
The Planning Manager recommends that the southeast 500'x 500' or 250,000 square feet of
the 40 acre tract be rezoned from A-R (Agricultural -Residential) and RM-H (Residential
Multiple Family Dwelling - Highest Density) to GC -MD (General Commercial - Multiple
Family Dwelling). This would accommodate a district center as shown on the land use
element of the Comprehensive Plan. Developers at the northwest corner of the intersection
would be provided with 5.74 acres of land to develop as permitted.
Sam C. Parigi, Jr., is the trustee and applicant for a group which has a contract to purchase
a 40,54 acre tract at the northwest corner of Delaware and Dowlen Road. 'The development
group wishes to offer commercial sites, at the intersection of the two major arterial streets.
Delaware is to be extended west to connect at Dishman and Major Drive. The
Comprehensive Plan shows the intersection as a district center, The remainder of the land in
the tract is shown as the "West Beaumont Oil Field."
The Amoco► Production Company recently put twelve large "surplus" tracts of land up for
auction inside the West Beaumont Oil Field. Several of the tracts along Dowlen Road and
Major Drive have been sold or are under contracts for sale. These tracts will be developed
for commercial, institutional and residential land uses. Single family development is presently
being constructed north and west of the subject 40.54 acre tract.

Dear Mr. Richardson:
Enclosed please find a completed APPLICATION FOR AmENDMENT OF THE ZONING
ORDINANCE, Beaumont, Texas for the property referenced above. Sam C. Parigi, Jr.,
as Trustee for a Beaumont, Texas based development team, is requesting that the
District Regulations in the City of Beaumont Zoning Ordinance be changed from RMH
(Residential Multiple -Family Dwelling High Density) and A-R (Agricultural -
Residential) to GC -MD (General Commercial - Multiple -Family Dwelling) with
regards to the above referenced tract.
As part of the due diligence and feasibility studies on this tract of land, I have reviewed
the Comprehensive Plan Report adopted by the City Council in 1982 to determine the
development plans for this tract. The Major Street and Highway Element of the
Comprehensive Plan Report indicates that the intersection of Dowlen Road and
Delaware Street is to be considered as major arterial streets. The Land Use Element of
the Comprehensive Plan Report has the above referenced tract shown as a District
Center which includes shopping centers, professional offices, recreational facilities,
Junior High Schools, churches, branch libraries, fire station and higher density
residential development.
It is our desire to develop this tract of land in a manner that is consistent with other
quality developments in the Phelan Boulevard, Delaware Street and Dowlen Road
corridors. We plan to meet the demand of the highest and best use within the GC -MD
Regulation, which is consistent with the Comprehensive Plan Report, adopted in 1982.
