SUBJECT: Consider a zone change request from RS (Residential Single Family Dwelling) to GC -
MD (General Commercial - Multiple Family Dwelling) district for property located
at the northwest corner of Walden Road and South Major Drive.

STAFF REPORT
The Planning Manager recommends approval of the zone change request from RS to GC -
MD. Zoning transition lines will be compatible if the lots are changed. This is in compliance
with the Comprehensive Plan and the Major Street and Highway Plan.
The applicant wishes to rezone five platted lots in the South Amelia Addition to GC -MD.
The depth of the property is 163' with 373.2' frontage along the west side of Major Drive.
Property south of Walden Road is outside the city limits. This 1.26 acre tract is wooded as
are the other three corners of the undeveloped intersection. Six thousand square feet was
taken off Lots 17 - 18 for highway right-of-way,
This area was annexed into the City in 1957 and zoned residential in 1964. Walden Road is
a major arterial street from Highway 124 west to Boyt Road according to the Major Street
and Highway Plan element of the Comprehensive Plan, Major Drive (State FM Highway
364), is also classified as a major arterial, The Comprehensive Plan designates this area as
a neighborhood growth unit. The intersection of Walden and Major is designated as an
activity center. Zoning east along the east side of Major Drive north and south of Walden
Road is already GC -MD and, as stated, undeveloped at this time.

Dear Mr, Richardson:
Enclosed please find a completed APPLICATION FOR AMENDMENT OF THE ZONING ORDINANCE,
Beaumont, Texas for the property referenced above. Sam C. Parigi, Jr., on behalf of the owners, Mr.
Eugene Reagan Heartfield and Mr. William Eugene Day, are requesting that the District Regulations in
the City of Beaumont Zoning Ordinance be changed from RS (Residential Single -Family Dwelling) to
GC -MD (General Commercial — Multiple -Family Dwelling) with regards to the above referenced lots.
As part of the due diligence and feasibility studies on this tract of land, I have reviewed the
Comprehensive Plan Report adopted by the City Council in 1982 to determine the development plans
for this tract. The Major Street and Highway Element of the Comprehensive Plan Report indicates that
the intersection of Walden Road and Major Drive is to be considered as major arterial streets. The
Land Use Element of the Comprehensive Plan Report has the above referenced area shown as a District
Center which includes shopping centers, professional offices, recreational facilities, Junior High
Schools, churches, branch libraries, fire station and higher density residential development.
Your consideration of this request is appreciated, and we look forward to working with the City of
Beaumont, regarding any future development for this area. Please do not hesitate to call if you should
