Major Drive, FILE: 1485-Z STAFF REPORT The Planning Manager recommends approval of the zone change request to RS for single family development, Mr, Brent Coon has acquired the Willow Creek Country Club property, including the golf course, now named Brentwood. Two abutting tracts zoned GC -MD on Major Drive at Willow Creek Drive, south of an LNVA Canal are the 5.5784 acres under consideration. The owner would like to subdivide this property and construct 17-18 single family lots. The land is bound on the east by the golf course. Exhibits are attached. Responses in Opposition LEGAL DESCRIPTION FOR ORDINANCE PURPOSES DESCRIPTION of a 5.5464 acre tract of land out of the Samuel Stivers League, Abstract No. 51 located in Beaumont, Jefferson County, Texas. ALL THAT CERTAIN tract or parcel of land identified in deed as Tract C and called a 5.5444 acre tract, conveyed by Beaumont Willow Creek, Inc. to Brentwood Investments, Inc. and recorded September 9, 1998 under County Clerk's File No. 98-9836842 of the Official Public Records of Real Property, Jefferson County, Texas, said tract being more fully bounded and described as follows: LEGAL DESCRIPTION continued BEGINNING at a I inch (V) pipe found marking the southwest comer of the herein described tract, said comer being the point of intersection of the cast line of S. Richardson, AICP Planning Director Re: Application for Zoning Amendment Dear Mr. Richardson: In fallow up to our meeting on the 601 of the this month, attached for review and consideration are the following: 1) Application form requesting amendment to the .Zoning Ordinance for a 5.5784 acre parcel of vacant land located in the 4200 block of S. Major Drive. 2) Exhibit: "A' -Location map 3) Current survey of the subject tract from August of 1999 4) Field note descriptions of the two parcels of land comprising the subject tract (Tract C and Tract Cl) 5) Application fee (check. no. 2402) for $500.00 The subject property is a non -wooded tract located on the northeast corner of S. Major Drive and Willow Creek Drive at the main entry to the Willow Creek development. The majority of the property (Tract C-5.5464 acres) was purchased in 1998 by Brent. W. Coon while the small sliver of property described as a part of this request (Tract C1-0.0320, acres) was purchased in 1360 716Sareet 1996 by Brentwood Investments, Inc. (B. Coon) and is a part of the Brentwood Be 71, ant, Texas 7770:2 Golf Course. The applicant/owner requests through submittal of the above, consideration to amend the zoning of the subject site from the current GC -MD designation to RS as described in the referenced attachments. Utilities are readily available on and adjacent to the site. All water and sanitary sewer improvements would be constructed to City of Beaumont standards. Drainage for this tract would discharge storm water via surface and an underground system to D:D6 ditch no. 202- X just north of the subject property. A master plan for utilities and drainage would be submitted with the preliminary plat and in the construction plan package for site improvements. This project will be developed basically under the same restrictive covenants that have been adopted for the adjoining Willow Creek sections. On behalf of the applicant, we request consideration of the attached and trust that these will meet with favorable approval by both the Planning Commission and City Council at the Joint Public Hearing scheduled for November 15'.
