Richardson, Planning Manager SUBJECT: Request for a specific use permit in an RCR (Residential Conservation and Revitalization) District to allow a residential care facility at 2574 McFaddin Avenue. FILE: 1484-P STAFF REPORT The Planning Manager reconuriends approval of the specific use permit subject to the applicant complying with all off-street parking and landscaping and screening requirements of the Zoning Ordinance. Rosalind Hall, a licensed social worker, wishes to open a residential care facility in a house in the Oaks Historic District. This is located on the north side of McFaddin between Ninth and Tenth. The applicant plans to care for up to eight elderly clients. There will be on -site supervision and management. The request will also be presented to the Historic Landmark Conimission for review. N 3125TimberwoDd Beaumont Texas77703 October 22, 1999 PLANNING COMMISSION AND CITY COUNCIL Ladies and Gentlemen: The proposed use for the property is a Personal Care Home. I will provide 24hr living arrangements in a licensed personal care setting for eight individuals. The residents will receive an alternative to being placed in a nursing home. Services will include home management, escort, social and recreational activities, twenty-four hour supervision, supervision of and assistance with direct administration of medications and transportation, The property will have numerous improvements and upgrades; which will only enhance the neighborhood. Some of the outside improvements include: minor woodwork repair to the structure, painting, landscaping to include scrubs and flowers; planting boxes for the residents to enjoy horticulture activities in the backyard, and a ramp for handicap access in the rear. The inside improvements will include handicapped bath, painting, new flooring, fire safety equipment and new light fixtures. As a master's level social worker doing therapy in the nursing home setting, I am very much aware that this is a much better alternative than a large institutionalized setting. Also due to the decrease in home health care services which I an also provide on a contract basis, Personal Care Homes will be increasingly needed as an alternative for our seniors. ANALYSIS continued The application is in compliance with six of the eight conditions necessary for approval. Comments on conditions 1, 4 and 7 follow: 1. Taking care of eight elderly residents in the house will not adversely affect other property in the immediate neighborhood. The applicant will have to meet the ordinance requirements for off-street parking and for fencing and screening. The applicant is a licensed social worker. 4. The site plan does not show individual parking spaces. The Transportation Manager will require six spaces, including one disabled space. T The applicant will be required to construct an 8' tall solid privacy fence and a 10' wide landscaped buffer strip with 6' tall trees planted in the buffer strip every 25' along the north (rear), east (side) and west (side) of the lot. This is required by Section 30-3 1.
