Richardson, Planning Manager SUBJECT: Request for a zone change from RS (Residential Single Family Dwelling) to C-M (Commercial -Manufacturing) or a zone change from RS (Residential Single Family Dwelling) to GC -MD (General Commercial -Multiple Family Dwelling) District and a specific use permit for an electrical contractor at 1550 Langharn Road. FILE: 1481-Z/P The Planning Manager recommends that the property be rezoned to C-M (Commercial - Manufacturing). If the Planning Commission and City Council are not comfortable with C-M zoning, Mr. Burns would like GC-MD-2 considered with a specific use permit. Mr. Daniel Burns owns and operates Electrical Specialties, Inc. at 645 Langham. He currently employs 28 people and has the need to expand because of increased business in the Golden Triangle. He is an electrical contractor and proposes a new 12,250 square foot building. By way of contrast, the new City Parks and Recreation building under construction next door will contain 20,000 square feet. Langham. Road is a collector street from Washington north to Calder Avenue and is presently undergoing reconstruction by the City. The proposed facility will operate from 7 a.m. to 5 p.m., Monday through Friday. The site is not in the vicinity of residential development of any kind. Mr. Burns has purchased the acreage and requests the zone change to C-M which will allow contractors as a permitted use or a change to GC -MD and approval of a specific use permit. We opened for business in June of 1996, and since have grown considerably. Currently we employ 28 people and service all of the Golden Triangle area. With this growth comes the need for ex- pansion, thus being the reason for this letter. We have purchased property located at 1550 Langham, next to the new City Parks and Recreation offices presently under construction. The property was zoned R-S in 1962-64, but appears to be a moderate to heavy C-M neighborhood. Next door to the parks offices are the new industrialized baseball complex (a for -profit organization), an existing baseball complex and Entex's offices are directly across the street. The south end of Langham at Washington Boulevard also appears, to have the same C-M neighborhood. I have spoken with residential builder and developer Reed Nichols, of the Nichols Company. I have asked him if and when any residential development would take place on Langham. He told me that he would never be interested in it because it was a commercialized area. Our proposed facility would operate from 7:00 a.m. until 5.00 p.m., Monday through Friday. It would not increase the amount of traffic currently using the street, as we are already located in this area. Delivery with large trucks are usually one to three a week, with a controlled delivery time. This location is user friendly to our supply houses located on Washington Boulevard. I feel like our proposed complex would compliment this area even more. A drawing of the proposed site is included with the application I have submitted to you. With all of Washington Boulevard, College, and most of Lindberg zoned commercial, it seems logical to grant this re -zoning request. Iwould appreciate your consideration in this matter. That the specific use will be compatible with and not injurious to the use and enjoyment of other property, nor significantly diminish or impair property values within the immediate vicinity; 2. Comments on condition 1 follows: I This tract is immediately south of and adjacent to a 100' wide DD#6 ditch right-of- way. On the north side of the ditch is the City's Parks and Recreation 50' x 400' (20,000 square foot) office and maintenance building (under construction). City Parks equipment and vehicles will also be stored on the City property. North of this is the City Athletic Complex, which is predominantly softball fields. Across from the complex on Langham, is the Entex gas utility facility. Except for various petroleum pipelines crossing Langham, there is no other development along Langharn until it's intersection at Washington where the zoning is C-M. This area under consideration is not suitable or desirable for single family development because of the nature of existing industrial activities. There are no homes on Langham between College and Washington. There is an 8 " sanitary sewer in Langham that will be extended to serve the proposed business. Fire protection is provided by Station #6 or #10 (Major and Washington). Existing services are adequate.
