SUBJECT: Request for a specific use permit to allow a mortuary in a GC -MD (General
Commercial -Multiple Family Dwelling) District at 3522 Washington Boulevard.

STAFF REPORT
The Planning Manager recommends approval of the specific use permit to allow the
mortuary as submitted. The plan is in compliance with the eight conditions necessary for
approval.
Reverend Proctor and his son, Lashon, are leasing an existing brick building on
Washington, just west of 9th Street. Prior use was a veterinary clinic. The Proctor's
presently operate a mortuary in Silsbee. They will prepare and dispose of human remains.
They propose a chapel area seating 50 persons for services. Proposed is an addition to the
east side of the existing structure. They are licensed by the State.

The purpose will bar to open a Mortuary, of which we will
be in the business;of Preparation and disposition of
dead human remains
We do have a busin4ss of the same nature in the City of
Silsbee; Licensed ])y the Texas Funeral Service Commission.
Inclosed is a situ plan, for addition to the existing

Comments on condition I follows:
1 This area of Conservation and Revitalization has mixed commercial and residential
uses. Prior use of the building was a veterinarian's clinic for the treatment of
small pets and horses. The mortuary will be compatible in the neighborhood on
Washington near Eleventh Street.
