SUBJECT: Request to rezone a tract of land from GC -MD (General Commercial -Multiple
Family Dwelling) to LI (Light Industrial) District or a more restrictive commercial
district at 3190 S. Eleventh Street.

The Planning Manager recommends that the 5.434 acres of land be changed from GC -MD
to C-M. The C-M District will allow wholesale distribution, service operations and
warehouses. These are land uses that are compatible with commercial uses allowed in GC -
MD.
Mr. and Mrs. Hanchey own the vacant commercial land north of Waverly, fronting on
11 th Street 3 00' and extending west 700' to 900 " to the Santa Fe Railroad. In the past,
this property has been occupied by heavy commercial and industrial land uses. Last
October, the City Council granted a specific use permit for Priority Wire and Cable at
3140 S. 1 lth Street. This company occupies the warehouse north of and adjacent to the
subject property. Mr. Hanchey sold the warehouse to them. This company cuts electrical
wire and cable to order and sells it to wholesalers for distribution to local industry.
The 5.434 acre tract backs up to a heavily wooded buffer at the Santa Fe Railroad right-of-
way. There are industrial manufacturers west of the railroad from Waverly along
Municipal Drive to Washington Boulevard. There have been several specific use permits
issued over the past several years to these industrial users since the land is also zoned GC -
MD. To the east along 1 1th Street is a truck storage business, car wash and other
commercial businesses.
Eleventh Street has been recently rebuilt to a width of 58 feet to accommodate industrial
truck traffic on this major• arterial. The "West Oakland/Pear Orchard" Neighborhood Plan
shows this area between Eleventh and the Santa Fe Railroad as "general commercial".

Currently the 5.43 acres located at 3190 South llth Street is
zoned General Commercial. When marketing this property I have
found that the usage of this property is for light industrial and
not for general commercial. The current General Commercial zoning
of this property requires that I must first obtain a specific use
permit from the City of Beaumont. This process takes time which
discourages prospective lessees or buyers and stops me from
developing this property. I would like to change the zoning of
this property from General Commercial to Light Industrial which
would allow the development of this property. Currently I have an
out of state company ready to sign a lease, but with the current
General Commercial zoning, I will have lost another customer as
their need to lease is immediate. I would greatly appreciate your
assistance in helping me to re -zone this property.

neral Pumme and Description: The C-M, Commercial -Manufacturing District, -is
designed for intensive commercial uses and those selected manufacturing uses which are
compatible with commercial development. The permitted manufacturing uses are either free
of objectionable influences in their operations and appearance or can eliminate or control
objectionable characteristics by landscaping, screening, and other abatement devices.
Because most of the uses in the C-M, Commercial -Manufacturing District, often require
direct access to major streets, rail or air facilities, this district should be located near major
transportation routes. The C-M, Commercial -Manufacturing District, should be used as a
buffer or transition between industrial development and commercial or multi -family
residential development,

General2-W—ose and DesGlj2tiOn: The LI, light Industrial District, is intended primarily
for the conduct of light manufacturing, assembling, and fabrication, and for warehousing,
wholesaling, and service operations that do not depend primarily on frequent personal visits
of customers or clients, but that may require good accessibility to major rail, iir facilities, or
highways. This district is designed to upgrade industrial development standards, prevent
industrial blight, and protect light industrial development from incompatible residential,
commercial or heavy industrial uses. This district should function as a buffer or transition
between heavy industrial development and commercial development.
