STAFF REPORT
The Planning Manager recommends approval of the revised subdivision and the revised
master plan, subject to complying with the requirements of the Fire Marshal, City
Engineer, Water Utilities, Project Manager and the Transportation Manager. Easement
needs of Entergy must also be addressed. The Subdivision Ordinance requires the
construction of a sidewalk along the proposed collector street.
This revised plat was prepared by Faust Engineering for Vic Marino. Copies of the
revised preliminary, revised 20.48 acre master development plan and a revised drainage
plan of the subject property were sent to all interested parties for comment.
The Planning Commission approved a 3.36 acre version of West Oaks on August 16,
1999. The developer has now decided to initially develop more of the RM-M zoned area
and to include some lots in the RS zoned part of his property, thus the 9.37 acres being
considered. The RM-M zoned land was given that district classification in May 1999.
The RM-M tract will be developed as townhouses. Single family homes will be
constructed along West Oaks Drive, The street will extend west from Major Drive. It is
classified as a collector street.
The plat shows Lots 1- 12, Block I along the north side of the street and Lots 1-8, Block
2 along the south side. The west end of the street will serve eight 3 and 4 unit townhouse
buildings, a total of 31 individual units.
Comments and objections have been received from four City departments at the time of
this writing. The Fire Marshal has concerns regarding the spacing of the proposed fire
hydrants and the water line layout. The Transportation Manager made comments
concerning the required off-street parking in the townhouse section. He states that no on -
street parking will be allowed on the future (master plan) West Oaks Lane. This street is
not part of the current plat. The City Engineer notes that the cul-de-sac at the end of West
Oaks Drive must have a minimum 33.5' pavement radius for truck turnaround. He also
comments that TxDoT must approve work within the Major Drive (FM 364) right-of-way.
The Water Utilities Project Manager lists six (6) areas of concern relating to easements,

sanitary sewers, water mains and the proposed sewer lift station. His comments and the
comments of the Transportation Manager, Fire Marshal and the City Engineer are
attached.
The consulting engineer has met with the Fire Marshal and the Water Utilities Project
Manager and said he will comply with the requests of the Fire Marshal, the Transportation
Manager and the City Engineer, Some of the comments related to the master plan which
depicts future development, The consulting engineer's written responses are attached.
Mr. Faust stated to the Planning staff that he intends to comply with all of the
requirements of the Subdivision and Zoning Ordinances and with the Fire and Building
codes. No comments have been received from the franchised utility companies as yet.
Mr. Faust and Mr. Marino recently had a conference with Mr. James Bryant of Entergy
to discuss the electrical needs of the utility company.

Dear Mr. Duren,
On October 28, 1999,1 met with, Jack Maddox, Chief Fire Marshall, to discuss the
comments made by his office concerning the captioned project. After a review of
the Master Plan, it was determined that compliance will require the following:
• Addition of a fire hydrant between'Units IS and 19
• Addition of a concrete drive connecting the exterior drives along the south
and north ends of the town house areas.
A revised Master Plan will be forwarded to your office reflecting these changes.
The preliminary plat of Section One, will require no changes at this time based on
these comments.

COMMENTS
The Transportation Division ' has completed our review of the West Oaks
Subdivision Section One preliminary plat, master plan and drainage plan. Upon
completion of our review, the following issues were of concern:
an off- street parking ratio of 1.5 spaces per dwelling unit will be
required for the townhouse portion of the development.
• Due to the narrow roadway width, no on -street parking will be
allowed on West Oaks Lane.

Dear Mr. Duren,
On October 28, 1999, 1 spoke with Mark Horelica, Transportation Manager, to
discuss the comments made by his office concerning the captioned project. After
a review of the Master Plan, it was determined that the Master Plan is compliance
with the parking requirements of'the Transportation Department since each town
home will have a garage for a single car as part of the structure. Total spaces
required 120 spaces.
The requirement of 1.5 spaces per unit will be met as follows:
0 Each town home will have a one (1) car garage spaces 81
0 Additional parking shown on Master plan spaces 55
Total spaces provided on Master Plan spaces136
The preliminary plat of Section One, will require no changes at this time based on
these comments.

The above referenced plat has been approved with the following conditions:
1. Provide a cul-de-sac with a 33.5' minimum radius at the end of West Oaks
Drive for garbage and fire truck turn around.
2. All work within the TxDOT right-of-way must be approved by TxDOT
Engineering Department,
3. Erosion control devices to control/contain sediment runoff and to prevent tracking
onto public streets must be properly installed and maintained during all phases of
construction and must remain in place until building erection and/or paving work
is complete and/or adequate vegetation is established to prevent erosion of soils
into streets or drainage systems.
