Richardson, Planning Manager SUBJECT: Consider the Preliminary Plat of Willow Creek Country Club Estates, Phase 11, Section X FILE: Preliminary Plat - Willow Creek Country Club Estates, Phase 11, Section X STAFF REPORT The Planning Manager recommends approval of the subdivision. This addition is in compliance with the Subdivision and Zoning ordinance, The lots exceed the minimum required areas, widths and depths. Beaumont Willow Creek, Inc., is proposing new section of Willow Creek Country Club Estates consisting of 17,138 acres of land out of the S. Stivers League, divided into thirty five single family lots. This section will extend and connect two segments of Champions Drive. Lots I - 18, Block 2, will back up to the Amelia Cut -Off Ditch (DD#6) and Lots I - 17, Block 1, will back up to the golf course. Section X lies along the most easterly side of the overall residential development and is situated north and south of existing Willow Creek development. The plat and drainage plans were distributed to interested parties. The Planning Division has received no objections at the time of the writing of this report. The developer plans to construct this project in two or three phases, the first of which (Section XA) will entail the extension of Champions Drive from the south to serve Lots 1-5, Block 1, and Lots 1-6, Block 2. As shown, a temporary turnaround will be constructed at the end of Section XA. Also as a part of Section XA, the bridge crossing for Champions Drive will be installed primarily to access the proposed sanitary sewer lift station to be located at the northeast corner of this development just inside the Drainage Mr. Stephen Richardson, AICP City Of Beaumont. Planning Director 12 November 1999 Page 2 of 3 District No. 6 (DD6) right-of-way for Amelia Cut -Off. This lift station will serve only these 35 lots and will discharge via force main into the existing system (8" line) at the end of Champions Drive on the north side of DD6 ditch no. 202-A. An all weather road will be constructed) along the south side of D202-A to access the proposed lift station site. The developer will obtain an easement and/or encroachment agreement with DD6 for the lift station site and maintenance access for City forces. The 8" water main on the east side of Champions Drive will also be extended with the construction of the bridge crossing and will be cross connected or looped upon development of the future section(s). As illustrated on the preliminary plat and drainage plan, the existing ditch that currently bisects the property will be piped and filled as a part of the construction of Section XB. This ditch serves primarily as an outfall for that small portion of the golf course adjacent to this development. An entry structure with a 30" storm sewer will be constructed to tie this drainage to the proposed outfall for Champions Drive which will extend to Amelia Cut -Off via a 48" storm sewer. All improvements within this development will be constructed in accordance with current City standards and specifications. Construction plans for the entire development will be submitted as a part of Section XA. Easements will be dedicated for access to and maintenance of all utility services. Restrictions for Phase ll, Section X will be consistent with those of record for previous sections of Willow Creek in this immediate area. All electrical power on this site will be installed underground. We trust these expansion plans for this development will meet with the Planning Commission's favorable approval at the upcoming meeting scheduled for December 61h 1999.
