FILE: 1486-P STAFF REPORT The Planning Manager recommends approval of the specific use permit to allow the church. This application is in compliance with the eight conditions necessary for approval, Mr. Blaine McFarlin, Associate Pastor of Grace Church has applied for the specific use permit in order to build a now church at 7830 State Highway 105 on a 10 acre tract of land lying between the Windernere Addition and the Northwest Church of Christ tract. The church now has 150 members and meets in local hotel, The Grace Church is a member of the Golden Triangle Baptist Association, a group of Southern Baptist churches, They plan on building a 12,600 square foot sanctuary which will seat 352 persons with overflow seating for an additional 126 seats. hi the future, the church plans on buying an additional 9.80 acres north of and abutting the subject 10 acres, Exhibits are attached. Now Grace Church averages over 150 in the Sunday morning services. We have been meeting at the Hilton Hotel for two years, and are making plans to build a permanent facility. We are in the process of purchasing 20 acres of land on Highway 105, pending a Specific Use Permit. We are proposing to build a 12,600 sq. ft. building that would be used for Sunday services, fellowships, and Bible study classes. Our church is a member of the Golden Triangle Baptist Association (a group of Southern Baptist churches), and most of our activity would be typical of other Baptist churches in our area. Our facilities would also be made available for other community activities and organizations such as Boy Scouts etc. We are planning to preserve as much of the natural landscaping as possible, and intend to leave a natural buffer of trees behind the homes of the Winderner Subdivision. X X ANALYSIS continued This application complies with the eight conditions necessary for approval. Comments on conditions 1, 4 and 8 follow: 1. This is a suitable location for a church. Access is from a state highway and there are nearby residential neighborhoods. Since 1981, churches and schools in the residential districts must receive specific use permits. There is a new parochial high school and other churches nearby. 4. The church will provide 210 parking spaces. The minimum number of spaces required is 120. This will accommodate the needs of the church for future expansion. 8. The location and size of the tract are well within the policies for residential land use as written in the City's Comprehensive Plan.
