Richardson, Planning Manager SUBJECT: Request for a zone change from for an 8.7 acre tract on the cast side of North Major Drive from A-R (Agricultural -Residential) to GC -MD (General Commercial - Multiple Family Dwelling) District or a more restrictive district. FILE: 1495-2 STAFF REPORT The Planning Manager recommends denial of the zone change. The applicant, Ron Davis, is an engineer representing "Major Drive Self Storage, L. L. C." The company wishes to construct a building containing self storage units and cages. These will be rented to individuals. A zone change to GC -MD will allow any retail or office use. A warehouse would require a specific use permit to be established in the GC -MD District. A change to GC-MD-2 (Est. February 1998) would also require a specific use permit for gM commercial land use. The current Land Use Element of the Comprehensive Plan designates this area as the "Beaumont Oil Field". The proposed Development Strategies Diagram designates this area as a "Neighborhood Growth Unit", As such, commercial development is confined to the intersections of major thoroughfares (Gladys, Delaware Extension or Folsom Extension). This proposed zone change would not conform to the Comprehensive Plan. The subject tract is vacant and all abutting tracts inside the city limits are vacant fields. This 8.709 acre tract, located on Major Drive, a major thoroughfare, is currently zoned agricultural - residential (A-R). The area surrounding this tract is developing with a vast array of uses. The traffic count on Major Drive is increasing and Folsom Drive extension (which intersects approximately 2000 feet north of this sit) is currently out for bids to be constructed by the City of Beaumont. We therefore request a zoning amendment for this tract to General Commercial Multiple -Family Dwelling District (GC -MD) where major street access can furnish the surrounding community with beneficial commercial establishments.
