Richardson, Planning Manager SUBJECT: Request for a zone change from RS (Residential Single Family Dwelling) to GC -MD (General Commercial -Multiple Family Dwelling) or a more restrictive district for property located at 1395 W. Lucas Drive. FILE: 1496-Z STAFF REPORT The Planning Manager recommends denial of the zone change. Ms. Melinda Potter wishes to purchase the subject residence if the zoning is changed, which would allow her to open a retail flower shop on the premises at 1395 W. Lucas Drive. The applicant is currently operating "A Rose Gallery", a retail flower shop at 2850 Eastex Freeway, a commercial center. She wishes to relocate. Although the subject lot is near to the commercially zoned intersection at Gladys and Lucas, her lot and all of the property around the site is zoned for single family use only. The lot abuts residences on the north, south, cast and west.Presently, there is no access to the rear yard and no parking areas in the front yard. Secondly, we will add parking to the rear for our employees and customers so that our business will not be a disturbance to area neighbors. There is a privacy fence surrounding the back side of the property with enough room for the parking lot. The parking lot is 150 feet deep. Thirdly, there is a doctors office across from -ibis lot and also a beauty shop two lots down. It is currently in a general commercial zone on the first three lots from Gladys and West Lucas to this lot. Please consider that we are a light commercial business that is owned and operated by family whom are all residents of the city of Beaumont. Our business hours of operation are Monday thru Friday from gam, to 5pm. and Saturday from gam. to 3pm. Our business is mostly done by phone and computer. Furthermore, we do not have much walk-in traffic due to the nature of our business. Again, we would appreciate if all of these items were taken into consideration.
