SUBJECT: Request for a specific use permit to allow a residential care facility (Youth Rescue
Mission) in an RM-H (Residential Multiple Family -Highest Density) District.

STAFF REPORT
The Planning Director recommends approval of this specific use permit to allow a
residential care facility at 1930 Franklin Street and a modification to the
landscaping/screening requirements.
The Youth Rescue Mission has been in operation since 1994. The facility provides 32
beds for women and children. In addition to providing room and board, other services are
provided as needed such as transportation. There is a 9 p.m. curfew for residents.
To help in the renovation of the building, the City and others provided funding. However,
for some unknown reason, the City did not enforce the specific use permit requirement
upon the Youth Rescue Mission. To ensure that the Youth Rescue Mission has the proper
authorization to operate, the Planning Division is bringing forth this specific use permit.

This application is in compliance with seven of the eight conditions necessary for approval.
Comments on items 7 and 8 follow:
7. There is a privacy fence on the west side of the property. There is a chain link
fence on the north, south and east sides of the property. On the west side of the
property there is a 24 foot long space with less than a 10 feet wide landscape area.
If approved as submitted, a modification of the landscape/screening requirement
will need to be approved.
8. The Comprehensive Plan designates this area as Conservation and Revitalization.
This very large home no longer lends itself to a single family use. The renovation
of the structure for the existing use is a way to save the house from deterioration.
