STAFF REPORT
The Planning Manager recommends approval of the Preliminary Plat of Pinehurst Garden
Homes.
Brentwood Development, Ltd., wishes to develop 17 single family lots along Pinehurst
Drive, a proposed cul-de-sac extending north off Willow Creek Drive. The tract is bound
on the north by the LXV.A. Tyrrell Lateral Canal and by a DD#6 ditch, on the south by
Willow Creek Drive, on the east by the Brentwood Golf Course and on the west by Major
Drive (FM 364). This 5,5784 acre tract was rezoned from GC -MD to RS on December 12,
1999.
The proposed cul-de-sac will have a 50'right-of-way and a 27'wide concrete pavement. The
lots vary in width from 72' to 80' and have depths ranging from 120' to 2 5 0'.
The developer does not plan to widen Willow Creek Drive from the existing two lane 24'
wide pavement at the entrance to Willow Creek Country Club at Major Drive. The original
design was for two 24'pavements in a 100'wide right-of-way. The original developer sold
this tract to Brentwood Investments, Inc.
However, the Transportation Division strongly recommends completion of Willow Creek
Drive as originally platted. Transportation states that the future widening of Major Drive
could lead to a significantly shorter off -set between Pinehurst Drive and Major Drive and
thereby result in congestion problems unless additional traffic lanes are provided.

Transmitted herewith in regard to the above referenced are the following:
1) 30 prints of the preliminary plat for Pinehurst Carden Homes
2) $ 300.00 application fee (check no. 2487)
3) 3 copies of the proposed drainage plan and computational
analysis
4) Reduced copy (8Y2" X 11 ") of the preliminary plat for your staff
report
This preliminary plat is submitted in follow up to our meeting on this proposed
layout last fall and subsequent rezoning of the property to RS this past
November. Pinehurst Garden Homes will consist of 17 lots for single family
residences on a cul-de-sac street accessible from Willow Creek Drive.
Restrictions pertinent to the surrounding Willow Creek development will apply
for those lots backing up to the golf course and no direct access to Major
Drive will be allowed for the 9 lots backing up to this major arterial. All
improvements constructed within this addition will be constructed to City of
Beaumont standards and specifications and are requested for maintenance
by the City with final approval of the systems and dedication of all necessary
easements for access. All electrical service within this development will be
installed underground.

The proposed storm sewer system will out fall to DD6 ditch 202-X to the north and will tie
in adjacent to the existing concrete lined section. The proposed storm sewer crossing at
the L.N.V.A. canal will be designed and subject to their review and approval. Because of
the encroachment of the canal and south levy, a 25 foot dedication of additional right-of-
way is proposed for canal access and, utilities.
We trust these plans for this development will meet with the Planning Commission's
favorable approval at the upcoming meeting scheduled for February 7' 2000 and, as
always, should you or your staff have any questions, certainly feel free to call.

RE: Preliminary Plat /Pinehurst Garden Homes
Our engineers have reviewed the above -referenced
preliminary plat and do not believe the proposed
downspout outfall will adversely affect the existing channel
of Ditch No. 202-X.
In the final design of the drainage system, please require
that the typical DD6 concrete riprap be constructed at the
outfall to prevent possible erosion as per the enclosed
detail sheet.

The Transportation Division has completed a review of the aforementioned preliminary plat for
the Pinehurst Garden Homes Subdivision. As a result of this review, it is strongly recommended
that approval of this development be contingent on the completion of Willow Creek Drive, as
originally platted.
The future widening of Major Drive could lead to a significantly shorter off -set between Pinehurs t
Drive and Major Drive. The close proximity of Pinehurst Drive to Major Drive will ultimately
lead to congestion problems unless additional traffic lanes are provided. The growth of the
Willow Creek Subdivision and the resulting traffic demands placed on Willow Creek Drive now
compel the completion of the four (4) lane, divided entrance as originally proposed.
