Richardson, Planning Manager SUBJECT: Consider the Preliminary Plat of the Ashton Addition, Phase I (Lots I - 6) and Phase 2, Block 3 (Lots I - 9). These two phases contain a total 10.193 acres out of the H. Williams Survey FILE: Preliminary Plat - Ashton Addition STAFF REPORT The Planning Manager recommends approval, subject to the following: (1) continue the required sidewalk along the east side of Savannah Trace, and (2) show a V wide non -access easement along Delaware adjacent to Lots I and 6. Billy Howell of Fittz & Shipman has prepared these two sections of Ashton Addition for the West Beaumont Development Company, This represents the last of the Ashton development. The first section of Ashton was Phase 3 filed in 1993. This phase extended west of Belvedere and south of Regina. Phase 2, Blocks I and 2, was next in 1995. This phase lies north of Regina, accessed from Savannah Trace, a collector street. Ashton Woods was sold to and developed by another builder. This is a 16 lot subdivision accessed from Savannah. It is east of the Hillebrandt Bayou and south of an east -west DD#6 ditch, It was filed in 1999. Savannah Trace is a collector street from Regina north to its proposed termination at Delaware Street. It has a 60'wide right-of-way. The pavement width is 32' where it now stops at Chatom Trace. During the process of approving the Preliminary Plat of Ashton Addition, Phase 2, Blocks 1 and 2, the Planning Commission made approval subject to conditions. These involved the requirement for a sidewalk on one side of Regina and Savannah Trace (Sec. 24-15), a finished floor elevation of 26' and an agreement to build a bridge across the 75' wide DD #6 ditch. Also required was for the developer to put into escrow his share of the cost of the bridge for a period of three years, The City Council on September 13, 1994,,passed Resolution No. 94- 234 which authorized an Interlocal Agreement between Drainage District #6 and the City for the construction of a bridge on Savannah Trace to provide access between Regina and Delaware Streets. The estimated total cost at the time was $90,000. Block 3 of Phase 2 consists of Lots I - 9 fronting on Natchez Trace, a cul-de-sac. The lots are 90' to 100' wide and most of them extend 125' in depth. This section is below or south of the DD,# 6 ditch. Phase 1 consists of six large lots of approximately one acre each. These lots will face the east and west side of Savannah Trace. Phase 1 abuts Delaware, the Oak Trace Addition and the proposed Silverleaf Addition, After this subdivision plat was sent to the interested parties, we received several questions and objections from the Fire Marshal, Water Utilities, City Engineer and the Traffic Engineering Division, The Consulting Engineer has addressed these concerns and sent staff a revised plat on February 24, 2000, Water, sanitary sewers and storm water run-off designs will be constructed as required by the City of Beaumont. Proposed bridge is to be prefabricated concrete boxes sized by Jefferson County Drainage Distract No. 6, and be included in the final design. 6. Erosion control devices will be a part of our design plans to be submitted with the final plat. 7. Median modifications will be detailed in the final lilans. 8.
