STAFF REPORT
The Planning Manager recommends approval of the Preliminary Plat of Silverleaf Addition,
subject to the following: (1) change pavement radius of cul-de-sac (Silverleaf Drive) from
33'to 33.5', (2) increase the width of the drainage easement between Lots 8 and 9 from 10'
to 20'and (3) insert a Pwide non -access easement along Delaware adjacent to Lots # I and
12. Other than the above, this plat is in compliance with the Comprehensive Plan and the
Subdivision Ordinance.
Mark Whiteley and Associates, have designed a 3.65 acre twelve lot single family subdivision
for Parigi Property Management, Ltd, a Texas Limited Partnership. This property will abut
and have access from the south side of Delaware Street. It is bound on the west by
Hillebrandt Bayou and on the south by a DD#6 drainage ditch and Phase 3 of the Ashton
Addition.
The proposed Phase I of Ashton lies directly to the east, Ashton, Phase I and part of Phase
2 are to be considered by the Planning Commission on the same Commission agenda as
Silverleaf.
The lots in this addition will be approximately 12,600 square feet, more than twice the 5,000
square foot minimum lot size. Most of the twelve lots are 80' wide. The lots will drain by
way of storm sewers into Hilebrandt Bayou. Silverleaf Drive will have a residential street
right-of-way width of 50'with a 27wide concrete pavement. A 6" and a 2" water line and
a 6" sanitary sewer will be extended from existing lines in Delaware. The property lies in
flood zone "C" and is served by the fire station at 7010 Gladys. Hillebrandt (Bayou) ismis-
spelled on the plat.

Attached, please find thirty copies of the proposed preliminary plat and three copies of the drainage area map
and hydraulic calculations for review and approval of the above mentioned subdivision. In addition, I have
included a check in the amount of $300.00 to the City of Beaumont
The proposed subdivision will consist of twelve, lots of approximately 12,600 square feet All current utilities
are adequate to facilitate the proposed subdivision and are available from the Delaware Street Right of Way.
All drainage for the proposed subdivision will be under -ground storm sewer into Hilderbrant Bayou on the West
Side of the development The developer is proposing a median cut for Delaware Street at the entrance. The
median cut will allow for the direct access to the subdivision from the westbound lane of Delaware die. S'rRt,4--
The tract in question is being developed by Parigi Property Management LTD, a Texas Limited Partnership.
This plat does, not effect or attempt to change any of the existing zoning for this area and is developed as single
family residential.

The Transportation Division has completed a review of the aforementioned preliminary plat of the
Silverleaf Addition and the following concerns should be noted:
• Median modifications must adhere to City specifications, with all associated costs
being the responsibility of the Developer.
• The design of all fencing and/or landscaping adjacent to Delaware Street must
allow exiting motorists a 350 ft. minimum sight distance in either direction.

The above referenced plat has been approved with the following, conditions:
1. Minimum radius for a cul-de-sac is 33,5'.
2Replace 10' easement with a 20' easement between lots 8 and 9,
3. Erosion control devices to control/contain sediment runoff and to prevent
tracking
onto pubile streets must be properly installed and maintained
during all phases of construction and must remain in place until building
erection and/or paving work is complete and/or adequate vegetation is
established to prevent erosion of soils intos streets or drainage systems.
