A Regular Meeting of the Historic Landmark Commission was held on January 10, 2022 and
called to order at 3:34 p.m. with the following members present:

APPROVAL OF MINUTES
Commissioner Goodness moved to approve the minutes of the Regular Meeting held on
December 13, 2021. Commissioner Bell seconded the motion. The motion to approve carried
7:0.
REGULAR MEETING
1) PZ2021-397: Request for a Certificate of Appropriateness to widen front porch and
remove a door.
Applicant: Evia Casillo
Location: 2360 Rusk Street
Mrs. Engman presented the staff report. Homeowner, Evia Casillo, is requesting
permission to widen the front porch and remove a door at 2360 Rusk Street. She is in the
process of renovating the structure into a single family home, as it was once a duplex. Ms.
Casillo is requesting permission to remove the second front door in order to install one

entrance to the home. The new front door will be made of fiber glass and include two
sidelites with decorative glass elements.
Additionally, she needs to repair and replace the rotten wood to the existing front porch.
During this process, she would like to widen the porch to become O wide and 17.5' long.
She intends to have architectural features to closely match the existing porch.
Staff recommended approval of the request.
Slides of the subject property, proposed colunuis, proposed and existing handrails, the plan
for the porch and the proposed door were shown.
Vice -Chairman LaBiche asked when the new porch is widened, if it will require
modifications to the roof and Mrs. Engman replied that it would not.
The applicant was present. Evia Casillo, 2350 Rusk Street, addressed the Commission. With the
assistance of a translator, she stated that she wants to make repairs to and extend the porch and
added that it is in a state of deterioration. She stated that both front doors are rotting and she
would like to replace them with one front door, as the house is a single family dwelling.
Commissioner Bell asked if the windows had already been replaced. The applicant replied that
some windows had been replaced in the past but not recently.
Vice -Chairman LaBiche stated that the trim around the doors needs to be exactly the same as the
current and could be removed and replaced. Ms. Casillo stated that she understood and agreed to
this condition.
Commissioner Crawford moved to approve the request for a Certificate of Appropriateness to
widen front porch and remove a door, for the property at 2360 Rusk Street, as requested in file
PZ2021-397 with the following conditions:
1. Trim around doors must match existing after installation
2. Expansion of the porch must not alter the profile of the existing roof.
Commissioner Avery seconded the motion.
Commissioner Templeton suggested that the new door should be of similar style to the house and
could be approved by staff.
Commissioner Crawford amended her motion to approve the request for a Certificate of
Appropriateness to widen front porch and remove a door, for the property at 2360 Rusk Street, as
requested in file PZ2021-397 with the following conditions:
1. Trim around doors must match existing after installation
2. Door choice must be similar to style of house
3. Expansion of the porch must not alter the profile of the existing roof.
Commissioner Avery seconded the amended motion. The motion to approve the request carried

2) PZ2021-431: A request for a Certificate of Demolition to demolish a house.
Applicant: City of Beaumont
Location: 2019 Pecos Street
Mrs. Engman presented the staff report. Boyd Meier, Building Official, requests a
Certificate of Demolition for the house located at 2019 Pecos Street. According to the
inspection report, this structure was originally tagged on September 16, 2021. The
structure has mold throughout and the floor is rotting in many places. The roof would need
to be replaced due to the deep hole in the middle of it, including the rotted eaves and soffit.
The owner has signed a demolition consent form.
Based on the extensive repairs needed for this structure, the Building Codes Staff is
recommending a raze order.
The house is not in the SPARE Beaumont Survey.
Staff recommended approval of the request.
Notices were mailed to property owners within two hundred (200) feet of the subject property.
Five (5) responses were received in favor and zero were received in opposition of the demolition.
Slides of the subject property were shown.
Vice -Chairman LaBiche asked if the property was owned by an individual or a business and Ms.
Wood confirmed it to be owned by Gulf Coast Electric Company.
Commissioner Templeton questioned why the company had not had it demolished and Ms.
Wood replied that they are in favor of the demolition.
Brief discussion followed about the age of the home and the difficulty in determining an accurate
age.
Further discussion was had concerning the demolition process, the cost to the city and the ability
of the company to complete the demolition with their own resources.
Commissioner Provo asked how long the company had owned the property and Mrs. Engman
consulted the appraisal district records to find that they had owned it since 2014.
Commissioner Templeton moved to deny the request for a Certificate of Demolition to demolish
a house, for the property at 2019 Pecos Street, as requested in file PZ2021-431. Commissioner
Goodness seconded the motion.
Vice -Chairman LaBiche stated that he intended to abstain from the vote, thus losing the quorum
for a vote. Therefore, the request was tabled until the next meeting.
3) PZ2021-440: A request for a Certificate of Appropriateness to paint brick.

Applicant: Troy Marsaw
Location: 2205 Laurel Street
Mrs. Engman presented the staff report. Troy Marsaw requests permission to paint the brick
fayade and columns of the commercial structure located at 2205 Laurel Street. The color he
intends to paint the brick is Sherwin Williams (SW7666) Fleur de Sel, which is off-white. The
rest of the building, not covered in brick, will also be painted this color..
Currently, the brick seems to be intact.
Sec. 28.03.01 S Historic -Cultural Landmark Preservation Overlay District (g)(H)(ii) states "brick
surfaces not previously painted may not be painted unless the applicant establishes that the color
and texture of replacement brick cannot be matched with that of the existing brick surface or that
the painting is necessary to restore or preserve the brick itself."
The structure is not listed in the SPARE survey.
Staff recommended denial of this request.
Slides of the subject property and color swatch were shown.
The applicant was not present.
Commissioner Bell asked why the applicant wanted to paint the brick and Mrs. Engman replied
that it was a recommendation from his interior designer.
Discussion followed concerning the rationale for painting brick and the ordinance prohibiting the
painting of brick.
Commissioner Templeton asked if the applicant would be adding additional brick and Mrs.
Engman stated that they will not be doing so. Commissioner Crawford stated that this is a newer
structure rather than a historic home and Mrs. Engman replied that it still falls under the
regulations of the historic district.
Vice -Chairman LaBiche stated that he did not feel that painting the brick and the building all the
same color would enhance the aesthetics and that he would prefer the unpainted brick.
Discussion followed about tabling the item or denying it and allowing the applicant to return
with a different request.
Commissioner Templeton moved to deny the request for a Certificate of Appropriateness to paint
brick, for the property at 2205 Laurel Street, as requested in file PZ2021-440. Commissioner
Bell seconded the motion. The motion to deny the request carried 7:0.
4) PZ2021-441: A request for a Certificate of Appropriateness to resize windows.
Applicant: Jason Gums

Location: 1891 Broadway Street
Mrs. Engman presented the staff report. Jason Gums, property owner, is seeking permission to
resize eleven (11) windows to the triplex located at 1891 Broadway Street. The original profile
of windows is 32" x 80" and Mr. Gums is requesting to reduce the size to 32" x 60". The
windows to be resized are located on the north, west and east facade of the triplex.
According to Jefferson County Appraisal District, this structure was built in 1993. Building
Codes has no records of permits ever being issued to this property.
This house is not in the SPARE Beaumont Survey.
Staff recommended approval of this request with the following conditions:
1. Windows shall be 1 over 1 in appearance and made of either vinyl or wood
2. Window caps and trim shall be installed to match existing windows
Slides of the subject property and proposed window changes were shown.
Mrs. Engman stated that the reason for the request to resize the windows was due to the
difficulty in finding windows in the current size.
Discussion followed concerning the history of the property and the difficulty in finding historic
records about it.
The applicant was present. Shelly Gums, 6020 Longwood Street, addressed the Commission.
She stated that she and her husband are trying to renovate the properly in order to rent it out. She
stated that 32" x 80" windows are very difficult to find and that 32" x 60" windows are readily
available.
Discussion followed about the siding and trim and the view of the windows from the street.
Commissioner Goodness moved to approve the request for a Certificate of Appropriateness to
resize windows, for the property at 1891 Broadway Street, as requested in file PZ2021-441 with
the following conditions:
1. The same trim needs to be put back around the windows and the new siding needs to
match the current siding exactly
Commissioner Avery seconded the motion.
After some discussion, Commissioner Goodness amended her motion to approve the request for
a Certificate of Appropriateness to resize windows, for the property at 1891 Broadway Street, as
requested in file PZ2021-441 with the following conditions:
1. The same trim needs to be put back around the windows and the new siding needs to
match the current siding exactly
2. The shutters need to be replaced on the window that has existing shutters
Commissioner Avery seconded the amended motion. The motion to approve the request failed
3:4 (LaBiche, Bell, Crawford, Templeton).

5) PZ2021-448: A request for a Certificate of Demolition to demolish a house
Applicant: City of Beaumont
Location: 2169 South Street
Mrs. Engman presented the staff report. Boyd Meier, Building Official, requests a Certificate of
Demolition for the house located at 2169 South Street. According to the inspection report, this
structure was originally tagged on September 30, 2020. The structure is unsecure. The exterior
of the home requires the siding and window sills to be replaced as they are rotted. The interior
damage includes sagging floors, collapsed ceiling, termite damage to structural beams, and
exposed electrical wires throughout the structure.
Based on the extensive repairs needed for this structure, the Building Codes Staff is
recommending a raze order.
The house is listed in the 1990 SPARE Beaumont Survey. SPARE states the house was built c.
1913. The property was listed as an example of middle class housing built in Beaumont after the
first Spindletop boom.
Planning staff recommended approval of this request.
Notices were mailed to property owners within two hundred (200) feet of the subject property.
Three (3) responses were received in favor and zero were received in opposition of the
demolition.
Slides of the subject property were shown.
Commissioner Templeton asked about the status of the property owner and Ms. Wood stated that
the owner had not responded to contact attempts and owes back taxes on the property.
Commissioner Crawford asked if the property was vacant and Ms. Wood confirmed this to be the
case.
Discussion followed about the back taxes on the property and the cost of demolition to the city.
Commissioner Templeton moved to deny the request for a Certificate of Demolition to demolish
a house, for the property located at 2169 South Street, as requested in file PZ2021-448. The
motion failed for the lack of a second.
Further discussion was had concerning the county auction process and the Commission's role of
balancing historic and aesthetic value versus public safety.
Commissioner Templeton moved to table the request for a Certificate of Demolition to demolish
a house, for the properly located at 2169 South Street, as requested in file PZ2021-448, in order
to research other available options. The motion failed for the lack of a second.

demolish a house, for the property located at 2169 South Street, as requested in file PZ2021-448.
The motion failed for the lack of a second.
As no action was taken on this request, the Commission came to a consensus to table the item
until a firture meeting.
6) Historic District Code Enforcement Report
Officer Bates presented the Historic District Code Enforcement Report, including information
about current violations, inspections, Certificates of Appropriateness and stop work orders.

REGULAR MEETING
1) PZ2021-377: Request for a Certificate of Appropriateness to replace garage doors, install
gutters, replace porch posts, and paint house.
Applicant: Eric Newell
Location: 2445 Louisiana Street
Mrs. Engman presented the staff report. Eric Newell is seeking permission to replace
garage doors, porch posts, install gutters, and paint the house located at 2445 Louisiana
Street. He has requested the exterior body paint be Secret Garden (SW6181), trim to be
Downing Sand (SW2822), shutters to be Naval (SW6244), and front door to be Interesting
Aqua (SW6220).

Mr. Newell intends to replace two (2) garage doors with two (2) new garage doors from
Overhead Door Company, which will be almond in color with windows. Additionally, he
would like to replace the rotting front porch posts. He requests permission for the new
posts to be square -only in profile and wood stained. Lastly, he requests to install gutters.
This home is categorized as a Modern Ranch Style house. Examples of this style house are
in A Field Guide to American Houses (McAlester et al., pg. 479-480). The existing square
top porch posts with decorative design elements seem appropriate for Ranch Style homes
during the 1970's era. Changing the posts to an all square profile does not seem
appropriate for homes of this era.
The property is not listed in the SPARE Beaumont Survey.
Slides of the subject property were shown.
Staff recommended denial of the request to replace the porch posts. Staff recommended
approval of the request to paint house, install gutters and replace garage doors with the
following conditions:
1. The gutters shall be installed to blend in with and be the same color as the trim.
The applicant was present. Eric Newell, 2445 Louisiana Street, addressed the Commission. He
stated that the home had suffered flood damage after, Tropical Storm Imelda and that he is just
trying to make repairs and get the home looking good again. He stated that supply chain issues
due to the pandemic have made garage doors hard to come by so he had just used the cheapest
one he could find to close the garage. He then explained his color choices. Mr. Newell stated
that the posts are rotting and that he would like to replace them. He added that the inside also
needs repairs so he is trying to stay within a budget. Mr. Nc%vell then said that he does not want
perfectly square posts and would like some decorative elements to them. He added that if the
rest of the request could be approved, that he could return to the Commission at a later time with
different posts if needed. Finally, he added that his contractor was not familiar with the historic
district regulations so they had to stop their progress to await this decision and would like to
resume work- as soon as possible.
Commissioner Makin asked about the posts and Mr. Newell stated that he has been looking at
different options and would like stained square posts with framing, but does not want to replace
them with the exact same thing that is currently there. He added that he could add decoration if
requested.
Commissioner Templeton asked about the garage doors and Mr. Newell stated that the new
doors will have windows and again explained that the current door with no windows was due to
it being the only type available at the time. He added that they will be painted the same color as
the trim.
Commissioner Makin asked if they could approve the request excluding the posts and Vice -
Chairman LaBiche stated that they could approve the rest of the request and let staff approve

appropriate posts. He added that lie did not want to see posts that were simply square with no
decoration,
Commissioner Makin moved to approve the request for a Certificate of Appropriateness to
replace garage doors, install gutters, replace porch posts, and paint house, for the property at
2445 Louisiana Street, as requested in file PZ2021-377 with the following conditions:
1. The gutters shall be installed to blend in with and be the same color as the trim.
2. Posts can be replaced with staff approval.
Commissioner Templeton seconded the motion. The motion to approve the request carried 10.0
2) PZ2021-382: A request for a Certificate of Demolition to demolish a house and a
Certificate of Appropriateness for a new construction.
Applicant: Stonewater, Inc. for Ashley Sapon
Location: 2385 Angelina Street
Mrs. Engman presented the staff report. Stonewater, Inc. has requested a Certificate of
Demolition to demolish the existing structure located at 2385 Angelina Street. The
existing structure received substantial damage from the past hurricane events.
Additionally, Stonewater Inc. requests a Certificate of Appropriateness for a new
construction that will be completed under the Texas General Land Office (GLO) Harvey
Program.
The proposed home will be approximately 1,782 square feet in size and will contain six (6)
bedrooms, two (2) bathrooms, dining room, kitchen and living room. The construction
methods employed would dictate that the house is to be constructed with a pier and beam
foundation, horizontal HardiPlank siding, and brown 30 year architectural roofing shingles.
Windows will have a one over one appearance. The exterior body paint to be SWO032
Needlepoint Navy and the trim to be SWO050 Classic Light Buff.
The house is not in the SPARE Beaumont Survey.
Slides of the subject property, elevation drawing and floor plan were shown.
Staff recommended approval of both requests, subject to the following conditions:
I . Roof overhang minimum shall be 12".
2. The required ADA ramp shall be located on the rear of the property and not visible
fi•om the street right-of-way.
3. The windows shall be 6 over 1 in appearance and made of either vinyl or wood.
4. Roof pitch shall not be less than a 4 1/2 inch rise in any 12 inch horizontal distance.
5. The posts on the front porch shall be a Craftsman style tapered columns.
6. The front door shall be of Craftsman style.
Notices were mailed to property owners within two hundred (200) feet of the subject property.
Zero responses were received in favor or in opposition of the demolition.

Commissioner Bell asked about the size of the bedrooms in the floor plan. Mrs. Engman
explained that this was a preapproved floor plan of the GLO program.
Vice -Chairman LaBiche asked about the staff recommendation for Craftsman style tapered
columns. Mrs. Engman explained that there are similar examples in the district that have been
approved by the Commission.
The applicant was present. Jennifer Foreman, representing Stonewater Inc, 2005 Post Office
Street, Galveston, TX, addressed the Commission. She stated that this was a GLO project to
demolish and rebuild the home. She added that they are swilling to meet the proposed conditions
and any other requirements needed.
Commissioner Makin asked for more explanation of the GLO program and Ms. Foreman
explained the process and added that an inspection resulted in the decision that demolishing and
rebuilding was needed.
Commissioner Berube asked if this was a single family residence and Ms. Foreman stated that
this was correct and that the number of bedrooms is based on the number of dependents in the
home.
Commissioner Makin moved to approve the request for a Certificate of Demolition to demolish a
house and a Certificate of Appropriateness for a new constriction, for the property at 2385
Angelina Street, as requested in file PZ2021-382 with to the following conditions:
1. Roof overhang minimum shall be 12".
2, The required ADA ramp shall be located on the rear of the property and not visible from
the street right-of-way.
3. The windows shall be 6 over I in appearance and made of either vinyl or wood.

3) PZ2021-404: A request for a Certificate of Appropriateness to remove shakes and paint a
house.
Applicant: Marvin Lindow
Location: 2470 Ashley Avenue
Mrs. Engman presented the staff report. Marvin Lindow requests permission to remove shakes
from the house located at 2470 Ashley Avenue. He ensured the profile of the siding will match
the existing garage, which is located in the rear yard and visible from the street right-of-way.
Additionally, Mr. Lindow requests permission to paint the house. If granted, the exterior body
color will be Benjamin Moore Winter Ice, the trim will be Benjamin Moore White Dove and the
front door will be Benjamin Moore Grenada Villa.

This home is categorized as a Minimal Traditional style house. A variety of materials such as
stone, brick, wood siding, etc. appear to be used for a Minimal Traditional style home
(McAlester et al., pg. 461). Therefore, the removal of the shakes to be replaced with wood
siding scems appropriate for a home of this era.
The house is not listed in the SPARE survey.
Slides of the subject property and color swatches were shown.
Staff recommended approval of the request.
The applicant was not present.
Commissioner Templeton moved to approve the request for a Certificate of Appropriateness to
remove shakes and paint a house, for the property at 2470 Ashley Avenue, as requested in file
PZ2021-409. Commissioner Makin seconded the motion. The motion to approve the request
carried 10:0.
4) PZ2021-411: A request for a Certificate of Appropriateness to construct a fence.
Applicant: Terry Highsmith
Location: 794 3`d Street
Mrs. Engman presented the staff report. Property owner, Terry Highsmith, requests permission
to construct a stucco fence for the property located at 794 3`d Street. The fence will encompass
the backyard and will be visible from the street right-of-way along 3`d street and Hazel Avenue.
The fence will be six (6) feet in height and eight (8) inches in width. Additionally, the fence will
be made of concrete blocks, covered with stucco and painted white with decorative columns.
Sec. 28.03.018 (g)(3)(D) Historic -Cultural Landmark Preservation Overlay District states a fence
in a front or corner side yard must be constructed of wrought iron, wood or brick. Concrete
block fences are not permitted.
The property is in the 1977 SPARE Beaumont Survey. SPARE states that the house was built C.
1905. The property was listed as a fine example of middle class housing built in Beaumont after
the first Spindletop boom.
Slides of the subject property and an example of the proposed fence were shown.
Staff recommended denial of the request.
Vice -Chapman L.aBiche stated that he was not aware of any masonry fences in the district and
Mrs. Engman agreed that she was not aware of any that had come before the Commission.
The applicant was present. Terry Highsmith, 778 N 3`d Street, addressed the Commission. He
stated that he likes the look of stucco more than wood fences. He stated that wood fences fall
down, mold and look bad. He added that he does not like wrought iron or brick fences as well

and that they are also too expensive. Finally, he added that the stucco fence would improve the
look of the property.
Vice -Chairman LaBiche asked if Mr. Highsmith if he is renovating the home and he confirmed
this to be the case. He added that it is a big project and needs much renovation. He stated that
the man who previously owned the home had used it for storage. Mr. Highsmith stated that the
home has not been kept up and that he is trying to restore it as closely to the original state as
possible. Finally, he thanked the Commission and hoped for approval for the fence.
Vice -Chairman LaBiche asked how long Mr. Highsmith had owned the home and if he planned
to live in the home. Mr. Highsmith stated that he has owned it for about five (5) years and that
he does not plan to live in it, but that lie will use it as an extension of his home which is next
door.
Commissioner Berube asked if he would be doing the fence work himself or if he had a
contractor. Mr. Highsmith answered that he has a contractor who was also present at the
meeting. He added that his contractor was a mason with over sixty (60) years of experience.
Donald Barron, 1485 Dogwood, Vidor, TX, addressed the Commission. He explained his
construction plans and how the fence would be supported by digging holes underneath and
installing supporting rods. He added that the fence would be stucco on blocks and then finished.
Commissioner Berube stated that he was concerned about the structural soundness of the fence
and Vice -Chairman LaBiche stated that if approved it would go through an inspection process to
ensure the structural soundness.
Commissioner Berube stated that he did not have a problem with the proposed fence if it
resembles the provided example. Commissioner Makin stated that the proposed fence is not one
of the approved fence types in the district. Commissioner Templeton stated that it was a very
nice fence, but that it did not seem appropriate for the style of the house.
Mrs. Engman read the City ordinance again and stated that the request to use stucco rather than
just concrete blocks prompted staff to send the request to the Commission. She reviewed the
pictures again and passed around a site plan.
Commissioner Makin stated that the fence would be seen from the street.
Commissioner Templeton asked the applicant if his goal for the fence was privacy. Mr.
Highsmith stated that this was his goal and that the other fence styles do not offer privacy. He
added that this fence would be more substantial and long lasting than wood. He also stated that
currently as the yard is open, people bring their dogs into the yard or treat it like a park.
Vice -Chairman LaBiche stated that brick posts with stucco in between might be more
appropriate. Commissioner Crawford agreed and stated that she had mixed emotions on the
request and does agree that the stucco would took better than rotting wood fences that can be
seen through.

Commissioner Crawford moved to approve the request for a Certificate of Appropriateness to
construct a fence if bricks were added to the stucco, for the property at 794 3r Street, as
requested in file PZ2021-411.
Commissioner Makin questioned if the motion was specific enough. Commissioner Crawford
withdrew her motion.
Discussion followed about a potential precedent being set for the use of stucco in the district if
this request were to be approved.
Commissioner Templeton moved to deny the request for a Certificate of Appropriateness to
construct a fence, for the property at 794 3`d Street, as requested in file PZ2021-411.
Commissioner Makin seconded the motion. The motion to deny the request carried 10:0.
5) PZ2021-414: A request for a Certificate of Appropriateness to move an existing house
into the Oaks Historic District and paint house, install front door, windows and porch.
Applicant: James Callas
Location: 2345 Louisiana Street
Mrs. Engman presented the staff report. Property owner, James Callas, is seeking permission to
move an existing house into the Oaks Historic District and paint house, install front door,
windows and porch. The structure is currently located on City property at the Ida Reed Dog
Park. This structure was once utilized by the Boy Scouts as their meeting space.
Mr. Callas intends to remodel the Boy Scout Hut into a residential home for rent that will contain
two (2) bedrooms and one bathroom. The structure will be placed on a wood piling pier and
beam foundation, be intends to finish out the soffit, fascia boards and side gables to match
existing trim and siding, and install a new front and nine (9) over nine (9) pane colonial white
frame windows.
Additionally, Mr. Callas requests to construct a front porch. He intends to use 4 x 6 pine wood
for the deck, 2 x 8 pine wood for the frame, 2 x 4 pine wood for the hand rails, and keep the
wood natural in color.
Lastly, Mr. Callas is seeking permission to paint the house. He would like the body color to be
Colonial Revival Green Stone (SW2826), trim to be Downing Sand (SW2822), and the shutters
and front door to be Rooktvood Dark Green (SW2816). The porch will remain a natural treated
pine lumber color.
Slides of the subject property, the house to be moved, a rendering of the home after proposed
renovation, an example of the proposed porch and color swatches were shown.
Staff recommended approval of the request with the following conditions:
1. Must pull all necessary building & moving permits through Building Codes and
Engineering Division.
2. Porch shall be painted the same color as the trim.

Commissioner Makin asked about the current use of the building and Mrs. Engman replied that it
is not currently in use.
Commissioner Goodness asked about the square footage of the home and Mrs. Engman provided
the floor plan details.
Brief discussion followed to clarify the location of the property.
The applicant was present. James Callas, 5375 Rosemary Drive, addressed the Commission. He
stated that Ire has been associated with the Boy Scout but since 1967. He gave a history of the
Boy Scout but and previous unsuccessful attempts to move the building. Mr. Callas added that
Councilmember Taylor Neild was awarded the honor of Eagle Scout in that hut. He stated that
the home will be rented and that $100 of the monthly rent will go to the Boy Scouts. Next, he
explained that he has moved a house before and understands the requirements. He also reviewed
his qualifications as a licensed contractor and master plumber. Nir. Callas stated that the troop
and the but have both gone vacant so he wants to move and preserve the but and create a
memorial at the former site. Finally, he thanked the Commission and requested approval for lire
project.
Commissioner Makin asked if the applicant owned the lot and Mr. Callas confirmed that he does.
He added that if the request is not approved, he will demolish the but himself and sell the vacant
lot.
Commissioner Crawford asked if the City owned the property on which the but currently sits on
and Mr. Callas stated that it is currently in Ida Reed Park.
Commissioner Makin moved to approve the request for a Certificate of Appropriateness to move
an existing house into the Oaks Historic District and paint house, install front door, windows and
porch, as requested in file PZ2021-414 with the following conditions:
1. Must pull all necessary building & moving permits through Building Codes and

STAFF REPORT
Rodney Cooley, homeowner, requests permission to paint the brick facade to his home located
at 2475 Liberty Street. The color he intends to paint the brick is Behr Swiss Coffee (12u), which
is a shade of white. The trim is to be Behr Incognito (N370-5m). Please see the color swatches
located in your packets.
Mr. Cooley expressed that the brick repair was done prior to them owning the house; however,
the brick began to deteriorate. He let the vines grow over the home for years in order to cover
the poor repair. They went to pull the vines down from the house and realized the vines have
rotted the window sills and soffits. They now wish to bring the existing Swiss Coffee color down
from the gable to the brick.
Sec. 28.03.018 Historic -Cultural Landmark Preservation Overlay District (g)(H)(ii) states "brick
surfaces not previously painted may not be painted unless the applicant establishes that the
color and texture of replacement brick cannot be matched with that of the existing brick
surface or that the painting is necessary to restore or preserve the brick itself."
Staff recommends denial of this request.
The structure is not listed in the SPARE survey.

STAFF REPORT
Joyce Newell is seeking permission to remove and install porch posts to the house located at
2445 Louisiana Street. This request was previously submitted to the Historic Landmark
Commission (HLC) in December. It was stated on pages 2-3 of the minutes that the HLC "could
approve the rest of the request and let staff approve appropriate posts." Sometime later, she
approached staff about a design concept for the posts and was rejected because it was square
in profile and did not seem appropriate. Ms. Newell requests the HLC to consider the design
that was presented to staff. Please see the design concept of the aforementioned and the
December meeting minutes for the initial request located in your packet.
Ms. Newell stated the front porch posts are rotting at the bottom and that they are not original
to the house. Further, she explains the current porch posts do not fit the overall style of their
home for the time it was built and the surrounding houses within the neighborhood. She
intends to restore the posts to as close as possible to its original design.
This home is categorized as a Modern Ranch Style house. Examples of this style house are in A
Field Guide to American Houses (McAlester et al., pg. 478-480). The existing square top porch
posts with decorative design elements seem appropriate for Ranch Style homes during the
1970's era. Changing the posts to an all square profile does not seem appropriate for homes of
this era. It appears that many homes had round and decorative posts.
Staff recommends denial of the request.
The property is not listed in the SPARE Beaumont Survey.

With the economic Depression of the 1930s came this compromise style
which reflects the form of traditional Eclectic houses, but lacks their deco-
rative detailing. Roof pitches are law or intermediate, rather than steep as
in the preceding Tudor style. Eaves and rake are close, rather than over-
hanging as in the succeeding Ranch style. Usually, but not always, there is
a large chimney and at least one front -facing gable, both echoing Tudor
features. In fact, many examples suggest Tudor cottages with the roof
line lowered and detailing removed. These houses were built in great num-
bers in the years immediately preceding and following World War 11; they
commonly dominate the large tract -housing developments of the period.
As the photographs show, they were built of wood, brick, stone, or a mix-
ture of these wall -cladding materials. Although most were relatively small
one-story houses, occasional twa-story examples are also seen. More com-
monly,two-story, houses of the period have extra detailing and represent
late examples of one of the traditional Eclectic styles, usually Colonial Re-
vival or Monterey.

This style was originated in the mid-t93os by several creative California
architects. It gained in popularity during the t94as to become the domi-
pant style throughout the country during the decades of the '5ns and '60s.
The popularity of "rambling" Ranch houses was made possible by the
country's increasing dependence on the automobile. Streetcar suburbs of
the late-19th and early-30th centuries still used relatively compact house
forms on small lots because people walked to nearby streetcar lines. As the
automobile replaced streetcars and buses as the principal means of personal
transportation in the decades fallowing World War Il, compact houses
could be replaced by sprawling designs on much larger lots. Never before
had it been possible to be so lavish with land. and the rambling form of
the Ranch house emphasizes this by maximizing facade width (which is
