Richardson, Planning Manager SUBJECT: Request for a specific use permit to allow a new church at the northwest corner of Dusty Lane and Black Lane in all RS (Residential Single Family Dwelling) District. FILE: 1500-P STAFF REPORT The Planning Manager recommends approval of this request for a specific use permit. The application is in compliance with the eight conditions necessary for approval. Elder James M. Lane wishes to build a 1,344 square foot church on his property located at Dusty and Black Lanes in far northwest Beaumont. The site is west of the Eastex Freeway and also west of Old Voth Road. This one acre tract was part of the 1957 almexation, zoned single family in 1964. The immediate neighborhood is sparsely developed with frame houses on acreage tracts. Black Lane extends south from Tram Road and is parallel with the 200'wide L.N.V.A, Canal. It intersects with Dusty Lane, which extends west to Vinson. Vinson then goes north back to Tram. There are two small frame houses and an existing church north of the church site. To the immediate west are two unoccupied frame structures. The land to the south is wooded and the canal is to the east. Parking, screening,, drainage and driveways are approved and in compliance with city regulations. Exhibits are attached. PUBLIC NOTIFICATION Notices mailed to property owners 15 Responses in Favor . Easley League, Ab-20, Beaumont, Jefferson County, Texas, containing one acre of land, more or less. Churches are the foundations that most people build themselves upon or center themselves ,around. They could even be considered as a place of refuge for someone who is having troubie, needs some kind words, or just needs someone to talk to. Building a church in this particular location would be beneficial to the people in the community as well as people outside of the vicinity. The church would be open on selected days such as Tuesdays, Wednesdays, and Thursdays from 7:00 to approximately 9:30 I'M and on Sundays from 10:00 AM to 1:00 or 2:00 PM, Any and everyone that Nvishes to join in the services will be welcomed to attend. From that, people can see that we (in terms of the church) are not discriminatory in any way which would set a precedent in the community that, if not already known, that is the way that things are supposed to be. The church would not be a threat to the peace of the community in any way. The lighting will come mostly from within the church and there will be a minimal amount on the outside, so that no one that lives near this building will be disturbed. Also, the sound coming from the church will not be a nuisance to the neighboring people. It will never be loud enough to escape the doors in such a way that it would distract anyone from doing whatever they have to accomplish. In fact, it may even be as if it was before we were established there. Not only will services be a part ofwhathappens there, but, from time to time, activities will go on outside of the doors of the. church during daylight hours. Activities, for example., barbecues, fish fries, games, and sports will attract Youth as well as older people. The result? More oneness within the people there and new friendships made. People long to be where they are welcomed with open arms. The church will be one more area where they can run to for friendship, fellowship, love, and learning.
