SUBJECT: Request for a specific use permit to allow a residential care facility (HOW Center)
in an RM-H (Residential Multiple Family Dwelling -Highest Density) District.

STAFF REPORT
The Planning Director recommends approval of this request for a specific use permit to
allow a residential care facility at 2509-11 Cable, 1094-98 Cottonwood and 1130
Cottonwood subject to the following conditions and a modification to the landscaping
requirements:
1 The facilities shall be maintained and such records of the facility shall be available
for inspection by employees of the City from 8:00 a.m. to 5:00 p.m., Monday
through Friday.
2. House rules shall be adopted, reduced to writing and readily available. House
rules must include a minimum of curfew based on a normal 10 p.m. Sunday -
Thursday and a 12 a.m. curfew Friday -Saturday which may be amended to fit
special circumstances of residents. Penalty for curfew violations shall be limited
to a fine or other appropriate punishment. In no event shall residents be locked
out of the facility for a curfew violation. House rules shall also prohibit residents
from soliciting things of value from residents of Beaumont.
3. The facility shall never have more than twenty-seven (27) overnight residents.
4. The facility shall provide twenty-four (24) hour adult supervision by persons who
have received training in such supervisory functions.
5. Provide an eight foot tall screening fence along the north and west sides of the
property at 2509-11 Cable and 1130 Cottonwood and plant shrubs on all four sides
of the parking lot.
The HOW Center is a facility offering room and board for men with substance abuse
problems. Admittance to the facility requires a strict screening process. The HOW
Center is a 501(c)(3) and is governed by a Board of Directors.
There is space available for a maximum of 27 men with 24 men typically living at the
facility at any one time. A curfew of ten o'clock on Sunday -Thursday and 12 o'clock on
Friday -Saturday is enforced.

The facility has been operating since 1992. The facility consists of an office/dwelling
structure, two other dwelling structures, a cafeteria and a large parking lot.
The facility has operated without a specific use permit since opening so the Planning
Division is now taking the HOW Center through the process.

7. There is a seven and one-half foot tall chain link fence surrounding the parking lot. The
Zoning Ordinance requires that parking be screened from the street right-of-way with a
six foot wide landscape strip planted with shrubs and a tree every twenty-five feet. An
eight foot tall screening fence and a ten foot wide landscape strip would normally be
required along the north property line of the parking lot. In addition, an eight foot tall
screening fence and a ten foot wide landscape strip be installed along the north and west
sides of the property at 2509-11 Cable and 1130 Cottonwood.
