Richardson, Planning Manager SUBJECT: Consider a request to rezone 18.0867 acres of land from A-R. (Agricultural - Residential) to RS (Residential Single Family Dwelling). FILE: 1502-Z The Planning Manager recommends approval of this request. This change will enable the continuing development of the Barrington Heights single family subdivision. The request is in compliance with the Comprehensive Plan and the Zoning Ordinance. Mr, Richard Guseman has acquired additional property adjacent to the west of the existing Barrington Heights Addition. The tract will be accessed from Claybourn Drive which extends south of Barrington Avenue which comes, west from Dowlen Road. The addition is south of the West End YMCA, Mr. Guseman's company, Talisman Development Inc., will file Phase 3 of Barrington with the City after the property is rezoned to R.S. In the A-R district homes are permitted but there is a one acre lot size minimum requirement. Several homes are under construction now in Phase 2. This area is in a neighborhood growth unit according to our recently re -adapted Comprehensive Plan (March 7, 2000). Exhibits are attached. Tract 1 is the residual land currently owned by Talisman. A pending transaction between Amoco Production Company and, Talisman should be complete in the next couple of weeks giving Talisman ownership of Tract 2 as well as the and the additional 27 acres to the south. This conveyance is expected to be completed prior to the Joint Public Hearing on March 20' If closing is to be extended beyond the schedule Hearing date, we will provide a signed application for amendment by Amoco for Tract 2. Plans are to submit a preliminary plat for Phase III of Barrington Heights along with a revised conceptual master plan, and a master drainage plan in the next 10 days. Phase III will simply be a continuation of the Barrington project and will consist of 23 new single family residences. The owner/developer requests an amendment or change from the current zoning designation ofA-R (Agricultural -Residential) to R-S (Residential -Single Family) to continue with his future development plans.
