Drive from RS (Residential Single Family Dwelling) to GC -MD (General Commercial
- Multiple Family Dwelling) or a more restrictive district.

STAFF REPORT
The Planning Manager recommends approval of GC-MD-2 for this property. Commercial
retail, office or apartment development in GC-MD-2 would require a specific use permit and
a public hearing for any use. Tracts abutting and fronting on this property are zoned RS and
are developed with single family residences. A change to GC -MD could lead to incompatible
uses in the immediate neighborhood. GC -MD should not be granted.
The applicant, Darlene Hanna, purchased from the City of Beaumont parts of five platted lots
in Block 1 of the Calder Highlands Addition, This, property, 1.057 acres, was left after the
City bought right-of-way along Lucas on both sides of Calder Avenue as part of the West
Lucas extension project. Lucas now extends to Phelan Boulevard.
The applicant has a desire to create some kind of retail store and a dance studio on the
property. Property along Calder to the south is developed in commercial uses.

FIELD NOTE DESCRIPTION OF A 1.057 ACRE TRACT OUT OF BLOCK I CALDER
HIGHLANDS ADDITION JEFFERSON COUNTY, TEXAS, JANUARY 28, 2000,
All that certain tract or parcel of land out of Lots 8, 9, 10, 11, 12, and 13, Black 1 of the
Calder Highlands Addition, recorded in Volume 4, Page 155, of the Map Records Jefferson
County, Texas, and being more particularly described as follows;
Commencing at a 2" iron pipe found for the northwest corner of Lot 13, Block 1;
THENCE East (assumed Basis of Bearings) with the north line of Lot 13, Block 1, at 120.54
feet the west right-of-way of the new West Lucas Drive and a total distance of 186.55 feet
to a'/2" iron rod set on the east right-of-way of the new West Lucas Drive for the POINT OF
BEGINNING;.
THENCE continuing East with the north line of Lot 1.3, 26.38 feet to a'✓2" iron rod set on
the west right-of-way of the original Lucas Drive for the northeast corner of Lot 13;
THENCE along the arc of curve to the left and the west right-of-way of the original Lucas
Drive 59.57 feet to a'/2" iron rod set for the point of tangency, and the southeast corner of
Lot 12, said curve having a radius of 1071.14, a central angle of 03 0 1 P 11 , a chord
distance of 59.56 and a chord bearing of South 31 ',17' 06" East;
THENCE South 30' 21' 13" East leaving the original west right-of-way of Lucas Drive 65.73
feet to a l/2" iron rod set on the north side of a cul-de-sac;
THENCE along the are of curve to the left on the cul-de-sac 33.18 feet to a set'/2" iron rod
on the west side of said cul-de-sac, said curve having a radius of 45.00 feet, central angle of
42° 14' 5 ", a chord length 32.43 feet, and a chord bearing of South 10" 42' 5 3 " West;
THENCE South 15' 03" 40" East crossing the north lines of Lots 10 and 9, 10�7.07 feet to
a'/2" iron rod set on the west side of second cul-de-sac;
THENCE along an arc of a curve to the left on said second cul-de-sac 28.17 feet to a v/2" iron
rod in the north line of a 0.023 acre tract out of Lot 8, recorded under file No. 9416330

To whom it may concern
Dear Sir,
I am writing this letter to state the reasons I am asking for the piece of land to be
classified as commercial. I recently purchase this tract of land from the City of
Beaumont and before the Lucas expansion went through this area, a portion of this
land was commercial as there was a Baptist church on it.
I would like to put a dance studio and retail store on it in the near future for my
daughters.
This land is located besides a shopping center that has a clock store, insurance
office and West End Pet Shop. it also is directly behind a hamburger restaurant.
There are no residual homes located on this tract and city streets outline the
property.
I hope my request will be granted as I think this will only help the people of
Beaumont and small businesses, which are the backbone of our community.
