Richardson, Planning Manager SUBJECT: Consider the Preliminary Plat of the West Oaks Subdivision. FILE: Preliminary Plat - West Oaks Subdivision STAFF REPORT The Planning Manager reconunends a conditional approval of the Preliminary Plat of West Oaks, subject to the following conditions: 1) Satisfy the requirements of the City Engineer regarding proposed drainage; 2) Correct block numbers; 3) Change the title of the subdivision to include some kind of legal identification of the town home/townhouse lots and blocks; 4) Submit a preliminary set of restrictive covenants to show town home owner responsibilities regarding common areas, maintenance of private drives and private sanitary sewer lines; 5) Identify on the plat all common areas; 6) Identify the easement being dedicated for the proposed 12" sanitary sewer leading north to Manion Drive across property owned by the B.I.S.D.; 7) Add to the "General Notes" section or on the drawing itself a short explanation of the timing and location of the three phases of proposed development; and 8) Correct the FEMA flood panel information on the plat. Several copies of a revised plat are to be submitted to the Planning Division prior to the consulting engineer sending construction plans to the City. This subdivision is located west of Major Drive between Calder Avenue and Major Drive. The western, boundary lies adjacent to the Westbrook High School campus. Two previous preliminary plats of this subdivision were approved by the Commission (one, an amended plat) in 1999. However, the developer, Marino Investments, has discarded those designs and engaged Schaumburg and Polk as his consulting engineer. Access to the subdivision will be from Major Drive onto the proposed Garden Oaks Drive, a collector for the first 506 feet, where it begins a curve to the north and intersects and continues as another residential street. This subdivision contains 20.468 acres and will dedicate 33 single family lots and 78 multi- family dwellings (townhouses - 19 buildings). STAFF REi PORT continued The rear part of the subdivision is zoned RM-M (Residential Multiple Family Dwelling - Medium Density) District, changed from RS in early 1999. This is the area that the 4 and 5 unit "town homes" will be developed. Being dedicated on the plat as it was delivered to the Planning Division are Lots 1- 14, Block 1, Lots, 15-22, Block 2 and Lots 23-33, Block 3. (Block 2 should read Block 3 and Block 3 should read Block 2). The town home units have not been assigned block or lot numbers as yet. This plat was distributed to all interested parties. Several comments were forwarded to staff. The City Engineer has requested additional information regarding the storm sewer layout within the subdivision. Specifically, the drainage plans were without some of the required hydraulic calculations. Also requested by the City Engineer is an analysis of the existing 36" storm sewer (RCP) in the Major Drive (FM 364) right-of-way. The subdivision's storm sewer flows into this TxDot sewer. Several additions and corrections need to be made on the plat. The Planning Manager recommends conditional approval of the plat subject to the following: This plat complies with the Zoning Ordinance and the Comprehensive Plan. Exhibits are attached.
