SUBJECT: Request to rezone 30.7 acres +/- from LI (Light Industrial) to GC -MD (General
Commercial -Multiple Family Dwelling), 56.86 acres + /- from GC -MD (General
Commercial -Multiple Family Dwelling) to RS (Residential Single Family
Dwelling), 2.05 acres +/- from GC -MD (General Commercial -Multiple Family
Dwelling) to CBD (Central Business District) in the Dick Dowling Neighborhood.
The Planning Manager recommends approval of the zone change from LI (Light Industrial)
to GC -MD (General Commercial -Multiple Family Dwelling), GC -MD (General
Commercial -Multiple Family Dwelling) to RS (Residential Single Family Dwelling) and
GC -MD (General Commercial -Multiple Family Dwelling) to, CBD (Central Business
District).
In an effort to revitalize the Dick Dowling area, the City initiated a zoning study. 1503-Z
proposes rezoning three areas (see attached map):
I Area I - from just north of Gladys to I and just east of ML to-Willom - LI
(Light Industrial) to GC -MD (General Commercial -Multiple Family Dwelling).
2. Area 2 - from just south of Gladys to just north of North and from just east of
MLK to just west of Magnolia - GC -MD (General Commercial -Multiple Family
Dwelling) to RS (Residential Single Family),
3. Area 3 - from_WFa W to just south of McFaddin and from Magnolia to Willow
- GC -MD (General Commercial -Multiple Family Dwelling) to CBD (Central
Business District).
The City has identified a major need for new single family homes construction in the Dick
Dowling neighborhood. However, the current zoning does not allow for the building of
any new homes. Therefore, the City undertook a land use survey to determine where
changes in zoning might be appropriate.
Area 1 is recommended for rezoning because GC -MD zoning would be much less
detrimental to the RS zoning than LI and it would be more in line with the rest of the
existing GC -MD zoning.

Area 2 is recommended for rezoning because GC -MD zoning does not allow single family
home construction. Currently, anyone wishing to build a new home in the area must
request a rezoning to a residential district.
Area 3 is recommended for rezoning because the zoning of the property is currently split.
One half is zoned GC -MD and the other half is zoned CBD.
