SUBJECT: Consider a request to rezone Lots 14, 15, 16 and 1.7, Block 2, Arlington Addition
from RS (Residential Single Family Dwelling) to GC -MD (General Commercial -
Multiple Family Dwelling) District.

STAFF REPORT
The Planning Manager recommends approval of the request to rezone the four lots to GC -
MD. This is in compliance with the Comprehensive Plan and the Urban Corridor zoning
regulations,
McDonald's Corporation has contracted to purchase several lots on Euclid Avenue at
Highland Avenue, M.L.K., Jr, Parkway and Washington Boulevard. The company has also
requested the abandonment of Highland Avenue north of Euclid to M.L.K. (File 595-OB).
A new McDonald's will be constructed with primary frontage on M.L.K. Parkway.
The corporation is requesting the zone change so that all of their property is zoned GC -MD.
The remainder of Lots 11 and 12, Block 2, Arlington and parts of Lots 5 and 6 are already
GC -MD. A restaurant is a permitted use in the district. If the request is granted and
Highland is abandoned (Highland dead ends at ML.K.), any new construction will be subject
to the 200'wide Urban Corridor Overlay District (UC) regulations regarding signage.
In the newly readopted Major Street and Highway Plan, M.L.K. Jr. Parkway is a designated
Expressway and Washington Boulevard continues as a major arterial. The Cornprehensive
Plan also readopted in 1999 depicts this area west of M.L.K. Parkway as an area of
Conservation and Revitalization.

McDonald's Corporation is in the process of purchasing Lots 14, 15, 16 & 17 of
Block 2,, Arlington Addition, for the purpose of constructing a McDonald's restaurant.
The property is currently zoned residential. In order to proceed with this transaction we
will have to have the property rezoned for commercial use. I have enclosed the
applications which have been executed by the owners of the property, and the application
fee of $350.00.
