SUBJECT: Consider a zone change request for a 118.598 acre Amoco tract from A-R
(Agricultural -Residential) and RS (Residential Single Family Dwelling) to RM-H
(Residential Multiple Family Dwelling -Highest Density) District.

STAFF REPORT
The Planning Manager recommends approval of the zone change to RM-H. This change will
be in compliance with the Comprehensive Plan.
Velma Martin, President of Martin Home Builders, Inc. and her husband, W. B. Martin have
entered into a contract to purchase the Amoco Production Surplus property Tract #119,
containing 118.6 acres of undeveloped land. This tract lies west of Old Dowlen Road and
extends west about 1500 feet. The tract lies approximately 500 feet south of Highway 105.
Property to the south was recently rezoned to RM-H for the Phelan interests. Land across
Old Dowlen to the east is zoned commercial (Wal-Mart) and RM-H (vacant).
The Martin's propose apartments, condos and townhouse development.

LEGAL DESCRIPTION FOR ORDINANCE PURPOSES
Being a 118.598 acre tract of land lying in and being a part of that certain 891,828 acre tract
of land conveyed to Amoco Production Company described in a deed recorded in Volume
376, Page 367 of the Deed Records of Jefferson County in the southeast comer of the W.B.
Dyches League, Abstract 17 of Jefferson County, Texas, said 118.598 Acre tract being more
particularly describe by metes and bounds, as follows:

northeast comer of the herein described tract having Texas Plane Coordinate, N.A.D. '83,

the herein described tract, 2,167.74 feet to a G. S.U. concrete monument found marking the
