Richardson, Planning Manager SUBJECT: Request for a specific use permit to allow a billiards hall and drinking place in an existing building in a GC -MD (General Commercial -Multiple Family Dwelling) District. FILE: 1514-P STAFF REPORT The Planning Manager recommends approval of the specific use permit. This request is in compliance with the eight conditions necessary for approval. Fast Eddie's Neighborhood Billiards and Saloon wants to open at 6410 Phelan Boulevard, Suite B in the existing Colonnade Shopping Center. This center lies east of and adjacent to the Westmont Shopping Center. Fast Eddie's is a Texas chain. This unit will provide 32 pool tables, a bar, television viewing areas, darts and electronic games. This is in a Community Center according to the Comprehensive Plan. Responses in Opposition LEGAL DESCRIPTION FOR ORDINANCE PURPOSES Being a 1,8365 acre tract of land out of Lot 6, Block "C", T. H. Langharn Subdivision, H. Williams League, Ab-56, being part of the land in the Colonnade Shopping Center, and known as Tract "J", according to the Jefferson County Appraisal District. Fast Eddie's Neighborhood Billiards & Saloon Fast Eddie's Neighborhood Billiards & Saloon is one of the premier billiard operations in the state of Texas. It caters to all demographics and socio-economic sections of the economy by providing ideal playing conditions for the sport of billiards. The proposed site in Beaumont, Texas will have over thirty-two custom made, solid wood tables. These tables are fit with Olhausen Billiards patented Acu-Fast rails, ornate carved legs, and fitted with premium cloth, cues and ancillary equipment. Each table is spaced so that there is limited interference from neighboring tables. The serving bar is hand -cut oak with a ceramic the counter providing an elegant, comfortable area for mingling with friends. There will be a number of television monitors for viewing the big game as well as a section dedicated to those who enjoy darts. Our staff is all fitted in tuxedo shirts, pants and ties complimenting our professional customer oriented image. The site at 6410 Phelan Street, in the Colonnade Shopping Center has a wide field of well -lit parking spaces. Fast Eddie's will be a true alternate user of the parking field as its peak hours are after the majority of the businesses in the center have ended their business day. Billiards is one of the world's fastest growing sports and is the primary focus of Fast Eddie's Neighborhood Billiards & Saloon. We attempt to break the misconception most consumers have about a billiard hall, that of being 4 dirty, smoke filled room, with hustlers lurking in the shadows to prey on some novice, by providing a clean, elegant place to enjoy the sport. Fast Eddie's fits right in with the Colonnade shopping center by complimenting the existing entertainment facilities that are already there. This is an already an existing strip center with adequate utilities, access roads, drainage and other supporting facilities. Furthermore, since it is an existing strip center all of the driveways, parking allocations, pedestrian traffic, directional lighting and landscaping issues have already been addressed prior to our specific use permit and would therefore not impede the development of neighboring property. This will be a compatible use in this retail center and ample parking abounds. The site is surrounded by other commercial users. 4. Part of the lease agreement between the shopping center owner and the tenant involves the provision of adequate parking for the intended use of the property. Most of the retail shops will be closed when the pool hall is at peak operating hours.
