SUBJECT: Request for a specific use permit to allow the construction of a new U. S. Post Office
on City property which is the site of the former Giles Elementary School. The land
is zoned GC-MD-2 (General Commercial -Multiple Family Dwelling-2) District.

STAFF REPORT
The Planning Manager recommends approval of the specific use permit for the new post
office. The site plan is in compliance with the eight conditions necessary for approval.
The U. S. Postal Service intends to replace its existing post office in the Stadium Shopping
Center with a new facility to be located at the former Giles Elementary School site. The
property is located on the entire block bound by Elgie, Chaison, Church and Avenue "A".
The postal service is buying the property from the City. A resolution was passed by the City
Council September 15, 1998, authorizing the sale of the property for $162,500.
The new station will contain 23, 985 square feet and provide about 1,344 post office boxes.
Off-street parking for 39 customers and 85 employees will be constructed. There will be
approximately 55 postal vehicle parking spaces.
The block was rezoned from RS to GC-1NID-2 on November 24, 1998, On February 22,
2000, City Council passed an ordinance which abandoned the 20' x 662.5' general utility
easement which had been retained by the City when it abandoned the alley lying across the
subject block on February 23, 1999.

Dear Murray:
Enclosed is the application for a specific use permit for the above referenced project. Also
included are a proposed site plan and a check in the amount of $350.00 for the application fee.
The proposed facility is to be a full service United States Post Office. It is intended to replace
the current facility of the same name just north of this site on Avenue A. The activities'
performed at this facility would be the sale of postage and other postal supplies to the public
and the receipt and processing of the resultant mail to its intended destination. Also included
in the facility will be postal box facilities. The building will serve as a distribution point for
mail carriers in two separate zip codes for Beaumont.

foot right-of-way and a 22 foot wide
pavement. Chaison Avenue is a local street
