Richardson, Planning Manager SUBJECT: Consider the Preliminary Plat of Pine Glen Subdivision, Unit 4. FILE: Preliminary Plat - Pine Glen Subdivision, Unit 4 STAFF REPORT The Planning Manager recommends approval of the plat subject to compliance with the water line improvements being acceptable to the Water Utilities Manager and the Fire Marshal. Schaumburg and Polk, Inc. are the consulting engineers for Construction Equity, Inc., who plan to develop the 15.9 acre tract for single family homes. Pine Glen lies on the south side of Tolivar Road between N. Major Drive and Keith Road. The company has platted 78 lots which will front on Lori Lane, Kathy Lane and along Sheila Lane, which will be extended to the west from Unit 3 of the subdivision, Phase 1 will be built first and then a Phase 2. Copies of the plat were sent to all interested parties. Comments have been received from the Fire Marshal, the City Engineer and the Traffic and Transportation Division. The City Engineer had questions regarding the capacity of the storm sewers. The consulting engineer relayed further information to the City Engineer., The drainage plans as proposed have now been accepted by the City drainage engineer. The Traffic Manager found that there were too many proposed street light locations on the plat. The consulting engineer has presented a revised plan which omits some of the street lights and relocated others. These changes will comply with street light regulations. The Fire Marshal has rejected the proposed water supply as being insufficient. The developer's engineer is in discussion with the Water Utilities Manager trying to resolve this matter. At the time of this writing, the Planning staff has not received any information from the Water Utilities Department. NOTE: On June 1, 2000, Joe Majdalani, Water Utilities Manager, stated that the City has been negotiating with a property owner in Neches Terrace for an easement from Tolivar to State Highway 105. This will enable the City to loop the water line which now dead -ends on Tolivar to the water line in State Highway 105. Exhibits are attached. WHEREAS, Mr. W. J. Hargraves has agreed to convey a ten foot 0 01) water line easement to the City of Beaumont on his property located at 8355 Highway 105 for the negotiated value of $968.00, as described on Exhibit "N'attached hereto; and, WHEREAS, the City Council has considered the purchase of said easement and is of the opinion that the purchase of said easement is necessary and desirable and that same should be accepted; CITY COUNCIL OF THE CITY OF BEAUMONT: THAT said above -described easement purchased from Mr. W. As shown on the As -Built Drawings, the existing 24'$ RCP was not installed at the 0.40% slope called for on the plans, but was installed at a slope of 0,35%. This new slope provides for a capacity of 13.41 cA for the existing 24" RCP, The total runoff from the developed area would be 18.6 cfs to the existing 24" RCP. We have calculated the resulting water surface elevation for this pipe run from the outfall ditch to the last catch basin located on the West Side of Lori Lane. The calculations indicate that the water surface elevation will remain below the street gutters along Kathy Lane, as well as Lori Lane even with the 24" RCP below capacity, With this new information, we respectfully request approval of the Preliminary Plat for the Pine Glcn Fourth Addition by your office.
