SUBJECT: Request for a specific use permit to allow a child day care center in an RM-M
(Residential Multiple Family Dwelling -Medium Density) District in an existing
structure.

STAFF REPORT
The Planning Manager recommends approval of the specific use permit. This request is in
compliance with the eight conditions necessary for approval. If this permit is approved,
access to this site should be from 4590 Concord Road only.
Joyce McKinney wants to lease an office building from Nutrition and Services for Seniors
at 4590 Concord Road for a child care facility for infants, toddlers and pre-schoolers. She
proposes to have 27 children and 4 employees.
The owner of the property received a zone change to RM-M and an amended specific use
permit to enlarge the senior center for office purposes in 1997. Ms. Norma Crane, Director,
has offered the 2,592 square foot brick building to Ms. McKinney to use as a child care
center.
The building is situated on a tract which abuts Travis Drive. The tract is fenced on three
sides. Access is not permitted from Travis, but is accessible from the driveway at 4590
Concord.

My plan is to provide a clean, safe, educational and fun environment for
infants, toddlers, and pre-schoolers. All my staff will be required to have
pre -service training before being responsible for a group of children. All
teachers will have a special curriculum to go by. Our infants classroom will
reflect the infants needs, interest, and abilities. Infant teacher will provide
infants with developmentally- -appropriate toys. Our toddlers classroom will
support the toddlers curiosty, engergy and enthusiam. 'Toddlers teachers will
.provide activities that will encourage toddlers exploration, active movement
and language development. Our pre-schoolers classrooms will be equiped with
computers. Classrooms will have organized and creative learning centers that
reflect the diverssity and interest of the children. I will provide professional
development for staff through role -modeling, delegation, performance
reviews, and in-service training. I will involve families consistently, providing
empathetic reviews, and in-service training. I have already started on a
Adopt -A -Grandparent program that will allow the elderly to help nurture our
children with TLC. I will also have a food program that will be to ensure
growth and devlopment.

The application is in compliance with the eight conditions necessary for approval.
Comments concerning condition I and 7 follow:
1. The site plan shows that all traffic will enter and leave the premises fi-om the existing
drive on Concord Road, The 0,299 acre tract abuts the senior center at 4590
Concord. The tract is enclosed by an 8tall solid wood privacy fence. The proposed
use and parking will be compatible in the neighborhood and an asset to the north end
of Beaumont.
7. The landscaping and screening shown on the site plan are adequate to screen the
child care center from neighboring homes. The existing landscaping was approved
by the City Council in 1997.
