SUBJECT: Consider a zone change request from RS (Residential Single Family Dwelling) to
GC -MD (General Commercial -Multiple Family Dwelling) District for property at
6550 Concord Road.

STAFF REPORT
The Planning Manager recommends approval of the zone change from RS to GC -MD. The
westerly side of Concord is now zoned GC -MD and the street will be widened as a secondary
arterial in the future.
Mr. and Mrs. Carr operate a pest control business and a real estate inspection ,service. They
want to relocate to 6550 Concord Road.
The property lies north of Judy Lane. The tract backs up to the abandoned Southern Pacific
Railroad right-of-way and was part of the 1957 annexation, It has been zoned RS since
1964. The Eastex Freeway lies to the west of Concord. Between the freeway and Concord
are warehouses, shopping centers and vacant tracts, zoned GC -MD. There are residences
located north and south of the subject property, zoned RS. The property to the east is also
zoned RS. There is a heavy tree line along the abandoned railroad right-of-way. The
applicant proposes to tear down the existing residence and build a small office building.
Concord along this segment will be widened to a 90" wide right-of-way with four lanes of
traffic and curbs and gutters according to the recently updated Major Street and Highway
Plan (March 7, 2000). The City's Development and Strategies Diagram (Land Use), adopted
also by City Council on March 7, 2000, shows this area as part of the Regional Center.

To whom it may concern,
We are applying to have the property at 6550 Concord in Beaumont rezoned for
commercial use. We have a real estate inspection business, HomeTearn Inspection
Service, and a pest control business, HomeGuard Pest Control, and wish to use
the property at 6550 Concord for our offices. We have four full time employees
and two part time employees and do not feel that this will affect the traffic flow on
Concord. HomeTeam Inspection Service conducts all of it's business in the field
and customers, do not need to come to our offices. HomeGuard Pest Control also
does the majority of it's business in the field but we would like to be able offer
retail sales of pest control chemicals to our customers but again, we do not feel
that this will make a significant change in the traffic pattern on Concord.
We have already arranged for the structure currently occupying the property to be
torn down by the City of Beaumont. We plan to erect a small office building with
parking in the rear for our employees. We feel that this will improve the property
with no adverse affects to the businesses and homes nearby. Additionally, by
expanding our offices it will allow our businesses to grow, provide a stable
income to support our families, and help to strengthen our local economy.
