SUBJECT: Consider a zone change request from RM-H (Residential Multiple Family Dwelling -
Highest Density) to GC -MD (General Commercial -Multiple Family Dwelling)
District for a small parcel of land in the 2900 block of Neches Street.

The Planning Manager recommends approval of the zone change request. This request is in
compliance with the policies of the City's Development Strategies Plan.
Hi-Lo Auto Supply is purchasing the south 35 feet of Lot 8, Block 87, Cartwright Addition.
This parcel is vacant except for an old concrete slab, The Cornerstone Church of the
Nazarene (formerly known as First Church of the Nazarene) is selling the parcel to Hi-Lo.
Hi-Lo Supply owns 170 feet of frontage along the north side of Washington Boulevard at
Neches. They plan to construct a new 6,000 square foot O'Reilly Auto Parts store on the
property which consists of Lots 8, 9,10 and 20 feet of Lot 11, Block 10, Arlington Addition.
There is a 4 foot wide alley adjacent to and lying between the Hi-Lo lots and the subject 35
foot wide parcel.
Hi-Lo is requesting the zone change so that the subject tract (0.08 acres) will carry the same
zoning designation as the Washington Boulevard lots. A site plan for the new store shows
that the parcel will be used for an 8 foot tall screening fence, trees and landscaping and 4
parking spaces.
The 4 foot wide alley lying between the subject tract and the Arlington Addition lots is being
requested for abandonment. See Regular Meeting - Planning Commission, June 19, 2000,
File 596-OB. The Planning Manager is recommending approval of the abandonment subject
to retaining a general utility casement.

We are submitting an Application for Amendment of the Zoning Ordinance and for Alley Abandonment for
property located on Neches Street just north of the property we now own at 1050 Washington Blvd which
is the South 35 feet of Lot 8, Block 87 of Cartwright Subdivision.
THE REASONS FOR THE ZONING REQUEST:
We own and operate retail facilities that sell auto parts. As we now own the adjacent property in which an
auto parts store will be operating, we desire to rezone this additional property from RMH- Residential to
GCMD — Commercial to be contiguous with the property we own and to allow for the sale of auto parts.
We look forward to doing business in Beaumont, Texas and being a part of your business community.
