Richardson, Planning Manager SUBJECT: Request for a specific use permit to allow a charter school (grades 9-12) at 7999 Gladys Avenue in an RM-H (Residential Multiple Family Dwelling -Highest Density) District. FILE: 1521 -P STAFF REPORT The Planning Manager recommends approval of a specific use permit to, allow the school. The application is in compliance with the eight conditions necessary for approval. This is an application to allow the operation of a charter school in the existing one-story brick structure containing 4,840 square feet at 7599 Gladys Avenue. The charter school is a secondary school for students ages 14 through 19 in grades 9-12. There will be two 4-hour blocks of high school instruction given each day to groups containing 60 to 70 students at any one time. There will be 6 to 7 staff personnel. Less than 50% of the students will drive personal vehicles. Parents are responsible for - delivering the students to school and taking them home. A city bus route may be extended down Gladys to also serve the area. The parking plan has been approved. The charter school will be operated by M. G. Barry, Ph.D. He is the Director of Richard Milburn Academy. They will lease the building from the owner. The three buildings on the lot are part of an office condominium association, the result of a specific use permit granted in 1984. Richard Milburn Academy is a State Board: of Education approved publicschool entity serving high school students in grade 9-12. The bulk of our children will be, children that,fit into a self -paced curriculum that is designed specifically for the individual. The `master schedule will be arranged into 4-hour, blacks of study authorized by the State Board and fully adhering to the State's_curriculum mandates. ,Although future use will incorporate as many as 100-120 students,. there will not be an occasion where there will be more than 60-70 students on the premises at any one time. The school adult personnel will be limited to 6-7 staff members. The school will be designed to house students. between the ages •of 14 and 19 years of age. Of these students, fewer than 50% will have available autos for personal use. The 34 parking slots will satisfactorily accommodate all parking needs. - The city transit system has discussed the possibility of arranging a Route Deviation that would meet the needs of our students that desire to ride the bus. However, our experience in other Texas communities indicates that parents and/or family members normally provide individual transportation without any specific parking requirements, Page 2 of Richard Milburn Academy does not propose to alter the existing site plan. Each of the eight conditions sited in the zoning ordinance will be met. The parking is adequate, the design of all driveways is appropriate for a public use building, and the noise factor will be at a minimum with only 60-70 students on -site at any given 4 hour time block. Students ingress and egress will be in an orderly, supervised fashion and there will be no outside loitering. Students will arrive, enter the building, and remain in the building until the conclusion of their 4-hour time block. Although the building has been operated previously as medical and/or public offices, the continued use as a public school building will not require any major alterations or impede the development and improvement of surrounding and vacant property. The building itself is a part of a condominium association. The use of this building, should you approve, will not diminish or impair property values within the immediate vicinity. With a large gymnasium academy located at 7821 Gladys, the site located at 7999 Gladys will fit nicely into a community planned with children and their needs thoughtfully considered. Sincerely, N.
