Richardson, Plaiming Manager SUBJECT: Request for a specific use permit to allow a church to continue at 595 S. Fourth Street in an HI (Heavy Industrial) District. FILE: 1520-P STAFF REPORT The Planning Manager recommends approval of a specific use permit for a church at 595 S. Fourth Street and Fannin. The applicant, Habcrt Rhodes, is an elder in the Beaumont Church of Deliverance. The church is already present and operating at 595 S. Fourth. The applicant received building permits to repair the structure at 595 S. Fourth Street in June 2000. The permits were for commercial repair and exterior work. The permits were taken out in the name of Raven Enterprises, owned by the applicant Rhodes. A Certificate of Occupancy issued by Development Services on November 11, 1999 was for a business occupancy. If he clears away some of the existing storage at the rear of the building, he will be able to provide adequate off-street parking. Exhibits are attached. The right-of-way is 60' and the pavement is 20'. There is a 6"' water line in S. 4th and a 6," in Fannin. There is an 8" sanitary sewer in Fannin Street and a 6" lying in an easement at the rear of the lots in Block 36, Cartwright Terrace. Fire protection is provided by Station #1, 747 College Street. Services and utilities are adequate.
