SUBJECT: Consider a request to abandon the undeveloped Clemmons Avenue from 200" South
of Stedman Street to Greeves Avenue,

The Planning Manager recommends approval of the abandonment request subject to
retaining the existing 10" wide utility easement which is for the 12" sanitary sewer crossing
the subject Clemmons Avenue situated along the southwest 10' of the Chevron Pipeline
right-of-way.
The City of Beaumont is planning to build a new neighborhood park out of several acres in
the Gulf Terrace Addition situated along Clemmons Avenue (undeveloped). The Parks and
Open Space element of the Comprehensive Plan calls for a neighborhood park in the Amelia
area. The Parks and Recreation Department recommended the site and the Parks and
Recreation Advisory Committee concurred in 1997. The Acorn Neighborhood Association
has also endorsed the park plan.
The land for the proposed park consists of 4.3139 acres, being several lots out of Blocks 21
and 22, Gulf Terrace Addition. This was owned by Gulf Building and Loan. The City
purchased this tract for $30,500 in 1997. The City is presently engaged in receiving a 5.789
acre tract made up of several lots in said Blocks 21 and 22, Gulf Terrace Addition from the
Chevron Pipeline Company. Chevron is donating the 5.789 acres to the City. The new park
will be named Perlstein Park to replace the former Perlstein Park taken for right-of-way to
build the Maury Meyers Bridge on Phelan Boulevard. The Perlstein family represented by
Charles Weinbaum, Jr. is donating $30,000 to the creation of the new park. The park will
consist of 10 acres, not counting the 1.135 acres in the proposed abandonment.

All of that portion of Clemmons Avenue as shown on the plat or map of Gulf Terrace
Addition to the City of Beaumont recorded in Volume 5, Page 49, Map Records, Jefferson
County, Texas, lying between Stedman Street and Greeves Avenue, save and except that
portion of said right-of-way abutting Lots 24 and 25, Block 21 and Lots I and 2, Block 22,
containing 1.3590 acres, more or less.
