Richardson, Planning Manager SUBJECT: Consider the request of the Economic Development Department to abandon Estelle Street between Waverly and Westmoreland. STAFF REPORT The Planning Manager recommends approval of the request to abandon subject to the retention of a 60'x 300'general utility easement. The segment of Estelle Street requested for abandonment in undeveloped street right-of-way. It is a 60' x 3 00' section, Information was distributed to, all parties concerned regarding the proposed abandonment. The Water Utilities Director objects to the abandonment unless a general utility easement is retained to protect the 10" sanitary sewer line which runs down the center of the entire 300' length of the street. There is also a 6" - 8" line extending east -to -west in the alley lying at the rear of the platted lots in Blocks 3 and 4, West Oakland Addition. Exhibits are attached. LEGAL DESCRIPTION FOR ORDINANCE PURPOSES Begin at a point in the south right-of-way line of the 60" wide Waverly Street, said point being the northeast comer of Lot 1, Block 4, West Oakland Addition; Thence cast along the south right-of-way line of Waverly Street a distance of 60' to a point for comer in the south line of said Waverly Street, same being the northwest comer of Lot 13, Block 3, West Oakland Addition; Thence south along the east line of the 60' wide Estelle Street for 300' to a point for comer, said point being the southwest comer of Lot 14, Block 3, West Oakland Addition, same lying in the north right-of-way line of Westmoreland Avenue, a 60' wide street right-of-way; Thence west along the north right-of-way line of Westmoreland Avenue a distance of 60' to a point for comer in the north right-of-way line of Westmoreland Avenue, same being the southeast comer of Lot 26, Block 4, West Oakland Addition; Thence north along the west right-of-way line of the Estelle Street 60' right-of-way a distance of 300' to the Place of Beginnin , containing 0.413 acres of land, more or less. ror -T tlz File 9 - ' Request to abandon the 60' X 300' Estelle Street right -of --way between N T Waverly Street and "Westmoreland Avenue. There is also a 10" sanitary sewer in Estelle, Fire protection is provided by Station #10, 3855 Washington Boulevard. ADEQUACY OF SERVICE: Services are adequate.
