SUBJECT: Request to allow an applicant to construct a two-story residence adjoining and
attached to an existing one-story residence.

The Planning Manager recommends approval of the specific use permit to allow a two-
family dwelling on the subject property.
Mr. Roy Lackey wants to build a 3,600 square foot two-story house adjoining and attached
to his mother's one-story house at 190 East Caldwood and Cross Drive. The subdivision is
zoned RS and is developed with single family homes. Mr. Lackey's mother lives in the
existing residence. Her husband passed away in 1999. Roy Lackey and his wife and
children will live in the proposed new attached residence. The property consists of 1.3 acres,
being Lots 20 and 21, Block 3, Caldwood Addition. The original house lies across parts of
both lots. The lot area requirement for a two-family dwelling has been met.

I would like to add an additional 3600 sq. ft. to my mother's residence located at
the address above. The home title is currently in both my mother's name and mine. The
main reason for this addition is so that my family (wife & 3 children) can move to the
home where my mother currently resides and where I was raised. My father passed away
August 2, 1999, and due to the size of the home and property, I would like to take care of
the maintenance and upkeep so my mother won't have to. I believe this addition (approx.
$400,000) will be an improvement to the current property and will not diminish the
property values in the immediate vicinity, but actually raise them.
This property will only be used as a single-family residence for the Lackey
family. No portion of this property will ever be used as rental property of any kind. My
parents built the home in 1975.1 hope to keep it in the Lackey family for many years to
come. One day I hope my children and their families will live here.
The addition will be attached to the existing home as shown on the exhibits. There
will also be a detached garage located behind the home that will be of the same
construction as the main house (stone & stucco). The entrances to the property will not
change. The circular front driveway will not be modified in any way. The rear driveway
currently in place will be relocated approximately 30' west (along the back property line).
Entrance to and exit from the home will not change. The new utilities (electric service,
water, sewer, telephone, and cable TV) needed are all easily accessible.
After the construction is completed, I will landscape the new addition similar to
what is currently around the existing home and pool. The motorhome that now sits
outside on the back driveway will be housed in the new, detached garage.
The new addition will be a two story residence, similar to many houses within
view. The roof of the existing home will tie directly into the roof of the new addition. The
roof pitch will match that of the existing home. The entire residence will receive a new
colored standing seam metal roof and new vinyl trim on the fascia and eaves.
The new front of the add -on will sit roughly the same distance from Cross Street
as the existing home sits off East Caldwood (100'). The existing landscaping along the
west side of the property will be untouched and will continue to shield the neighbor's
home from view. Any additional outdoor lighting will be directed toward the home to
highlight the property and provide security.

This application complies with the eight conditions necessary for approval. Comment on
condition number 1 follows:
I This is located in a nice, older residential neighborhood. There are many large
residences in Caldwood and some smaller homes. The proposed plans demonstrate
that the attached two-story dwelling will blend in with the existing home. Only the
Lackey family will live in the "duplex". This addition will not impair property
values in the immediate vicinity.
