Richardson, Planning Manager SUBJECT: Request for a specific use permit to allow a mortgage company to be located in a residential structure at 2495 McFaddin Avenue in an RCR (Residential Conservation and Revitalization) District in the Oaks Historic District, FILE: 1530-P STAFF REPORT The Planning Manager recommends approval of the specific use permit with the following conditions: I ) The parking lot is to be landscaped as required by Section 30-3 1; 2) The 10' landscape buffer be planted along the east property line; and 3) The applicant be exempt from constructing the screening fence along the east lot line. Roxanne Bramble wishes to open the "Mortgage 4 Less" company at the southeast comer of McFaddin Avenue and Ninth Street. She took out residential repair building permits in July 1999, but since then has converted the house to a business. The Planning Division noted the zoning violation and sent the applicant a violation notice on August 1, 2000. This area was zoned R3 from 1955 to 1989, when, as a result of the "Old Town" rezoning study, was changed to RCR. The Oaks Historic District was established in 1993. August 18, 2000 To the Planning Commission and City Council in the State of Texas; Re: Specific permit application for: ROXANNE BRAMBLE 2495 MCFADDIN B I submit this request to the City of Beaumont in order that a permit be granted to continue doing business at the above set address. The type of business operated is a Mortgage Brokerage company. The company is opened Monday through Friday from 8 a.m. until 5 p.m. There are two employees present daily. The required work load is handled online and originates through customer contact largely via telephone. The acquired information then requires data entry time. We then process flies and prepare the underwriting of those files. Our clients are then referred to title companies within the surrounding area for the closing process. The traffic volume to and fro of the business is quite low, as shown by our daily work process explained above. All eight conditions of the zoning ordinance have been and are in effect since the orginization of this business. Ths business adequately satisfies the adequate utility, drainage, access roads, pedestrian traffic, and 'walk in client' parking availability conditions. All business is conducted within the confines of the property which insures this business or its' use is compatible with and not injurious to the use and enjoyment of the property; nor does it's origin impede the normal or orderly developments of any type to vacant property. The business nature and the conducting of the business in itself controls noise, and environmental concerns. Comparable lighting of neighboring structures are used on the property. The landscaping measures taken keep the harmony and compatiblity of all other adjacent properties. I am requesting a waiver of the screening (fence) requirement, based on the fact that I personally own the three surrounding lots to the business property. All conditions within the comprehensive plan of obtaining a specific permit are genuinely satisfied.
