STAFF REPORT
The Planning Manager recommends approval of the specific use permit for the charter
school. The application is in compliance with the eight conditions necessary for approval.
This is an application to allow the operation of a charter high school for 100-120 students
in grades 9 through 12. The applicant, Dr. Mike Barry, plans to lease 5,184 square feet of
an existing 26,512 square foot building located at 131.0 Pennsylvania Avenue in the CBD
(Central Business District). This is the same building that was used by the Delta Career
Institute. Ample parking is provided by the concrete parking lots surrounding the building.
This property is also bound by Park Street and Blanchette Street. The American Legion Hall
is the neighbor on the south. There is a city bus stop in front of the building.
The Richard Milburn Academy is a State Board of Education approved public school. There
will be 6-7 staff members and never more than 60-70 students on the premises at any one
time. M. G. Barry, Ph.D., is a director of the academy.

Dear Sirs:
Richard Milburn Academy is seeking your approval for a Specific Use Permit for a charter school,
to be located at 1310 Pennsylvania Avenue. This is a large 26,512 square foot building zoned in the Central
Business District directly across the street from the Port of Beaumont.
Richard Milburn Academy is a State Board of Education approved public school entity serving
high school students in grades 9-12. The bulk of our students will be children that fit into a self -paced
curriculum that is designed specifically for the individual. The master schedule will be arranged into 4-hour
blocks of study authorized by the State Board and fully adhering to the State's curriculum mandates.
Although future use will incorporate as many as 100-120 students, there will not be an occasion
where there will be more than 60-70 students on the premises at any one time. The school adult personnel
will be limited to 6-7 staff members.
The school will be designated as a free public high school catering to students between 14-19
years of age. The city transit bus has a stop immediately in front of the proposed entrance to the school.
RMA will be assigned an adequate amount of parking in the extensive parking area surrounding the
building.
RMA is proposing to use 5184 square foot of the building. This section of the building was
previously used by the Delta Career Center and is ideally suited for the Academy's purpose. Very minor
alterations or remodeling will be necessary.
