SUBJECT: Request for a specific use permit to allow the construction of an apartment in the rear
of 5620 Kohler. The property is zoned RS (Residential Single Family Dwelling)
District.

The Planning Manager reconmiends approval of the request for the apartment subject to the
condition that it be used for family members only.
Paul E. and Betty J. Pate live in a residence at 5620 Kohler Avenue in the Ida Reed Addition.
They wish to build a one-story, 800 square foot, one bedroom apartment in the back yard of
their home. This will be used as a residence for Mr. Pate's elderly parents. Mr. and Mrs.
Pate will be able to assist his parents if the proposed request is granted.

LEGAL DESCRIPTION FOR ORDINANCE PURPOSES
Being Lot 27, Block 'T", Ida Reed Addition, City of Beaumont, Jefferson County, Texas,
containing 0.26 acres, more or less,
October 23, 2000
We, Paul E. and Betty J. Pate are requesting permission to construct a one-story apartment for my
parents so that we may care for them.
My dad has heart problems and is a diabetic and is experiencing numbness in his legs from the
diabetes. We know his driving time is limited and my mother is not able to drive at all.
We would like to be able to allow them their continued freedom and privacy which is important to
them, yet be able to assist them whenever necessary.
We would like to construct an approximately 800 square foot apartment which will be built and
painted to match our home. We will landscape the apartment, put in a cement driveway, and build
a carport onto our garage which will be a great improvement not only to our property but also the
surrounding properties. The cement driveway which will be replacing our brick driveway will provide
access both to our home and to the apartment.
For future reference, in what we hope to be a very long time when my parents are no longer with us,
we will attach the apartment to our home as an addition.
We will be very careful so as not to cause our neighbors any disturbance either during or after
construction.
On behalf of my parents and ourselves we wish to express our appreciation for your consideration
in this matter.

This application is in compliance with the eight conditions necessary for approval.
Comments on item I follow:
I. This 800 square foot apartment will be joined to the rear of the existing residence as
a residential addition at some future time. Building setbacks as shown on the site
plan are adequate for the intended use. The proposed occupants are not in the best
of health. This accessory residential structure will not impair property values in the
neighborhood.
