STAFF REPORT
The Planning Manager recommends approval of the subdivision. He also recommends
approval of a variance which will allow a temporary concrete turnaround at the end of Bell
Pointe Street.
This two lot subdivision is a 9.94 acre tract located just south of the Dowlen Green apartment
complex and north of the Dowlen Plaza office complex. Lot I will be developed by the
Beaumont Telco Federal Credit Union. This tract received a zone change to GC-MD-2 and
a specific use permit for a credit union by City Council action on October 5, 1999. Lot 2
contains 7.15 acres and will be platted into single family lots by others in the future.
Carroll and Blackman has requested that the developer be granted a variance which will
allow a temporary concrete 25'radius turnaround at the end of Bell Pointe Street since Lot
2 will be sold and replatted into individual residential lots by another entity.

LEGAL DESCRIPTION FOR ORDINANCE PURPOSES
Proposed Lot 1 contains 2.2925 acres and Lot 2 contains 7.1540 acres, totaling 9.9406 acres.
The tract is out of an Amoco tract in the H. Williams Survey, Ab-56, Beaumont, Jefferson
County, Texas.

Transmitted herewith in regard to the above referenced are the following:
1) 30 prints of the preliminary plat for Bell Pointe

3) Reduced copy (8Y2" X 11) of the preliminary plat for your staff
report
This preliminary plat is submitted in follow up to our meeting on October 4'h
regarding this proposed plan which is in accordance with the zoning change
and specific use permit approved by the Commission in the fall of 1999. The
owner, Beaumont Telco Federal Credit Union, is under contract with an
architectural firm based in Atlanta to begin construction on their new branch
office early this upcoming year. Our purpose for subdividing the property at
this time, is to comply with building permit requirements for undeveloped lands
and to construct a public street for access to the new branch site as well as the
residual 7 acre tract to the west. The median cut for this street was completed
in August of 1999 to allow for safer access to and from the site during
construction of the new street and associated underground utilities. Our plans
are to have the new street in place prior to the commencement of construction
on the new branch facility rather than simultaneously to allow smoother and
safer access to and from the site with a minimal disruption to traffic on Dowlen
Road. I anticipate have a firmed up site plan in the next few weeks and will

waiving the requirement to construct a permanent cul-de-sac at the dead end of the
proposed street until turnouts are completed on the new Credit Union site and the residual
land is sold and developed. As a part of the new street construction, we propose to
construct a temporary turnaround (concrete with a 25 foot radius) at the end of pavement
as shown.
The layout shown for the residual land is a conceptual design based on the best use of the
property from a marketing perspective. Beaumont Telco (owner) will not be associated with
the future development of this property other than to restrict sale of the property to
residential use only per agreement with the homeowners associations of Windsor Park and
Windwood Place.
The proposed storm sewer system will outfall to the existing system located on Dowlen
Road. 1 will complete my drainage computations in the next day or so and forward our
drainage plan to you this next week for review. Utility services to the new Telco branch
(water, sewer, gas, etc.) will tie in to the existing facilities fronting the site on Dowlen Road.
A Dowlen Road address is requested for Lot 9 while Lot 2 would carry a single Bell Point
address until such time as this lot may be partitioned for additional residences.
We trust that this plat will meet with the Planning Commission's favorable approval at the
upcoming meeting scheduled for November 7t" 2000 and, as always, should you or your
staff have any questions, certainly feel free to call.

Dear Mr. Richardson:
In follow up to our transmittal on the 13", attached for review are three (3)
prints of our proposed drainage plan and design computations for the above
referenced project.
KDA Financial is currently developing the site plan for the Credit Union which
should be available the first week in November. Please note that our plans to
tie in to the existing 36 Inch (36) stub on Dowlen Road were made in
consideration of existing conflicts with the 12" water main and 8" sanitary
sewer line fronting the property and the associated logistics of making a tie in
to the 60" storm sewer on Dowlen (partially under pavement). The cost of a
huge junction structure, possible sawing/replacement of pavement, along with
the certain disruption to southbound traffic were primary considerations.
We trust that this plan will meet with the favorable approval and certainly if you
or engineering have any questions or comments, please feel free to call.
