Richardson, Planning Manager SUBJECT: Request for a zone change from NC (Neighborhood Commercial) and RS (Residential Single Family Dwelling) to GC -MD (General Commercial -Multiple Family Dwelling) District for a 1.055 acre tract located at 6050 Concord Road. FILE: 1531-Z The Planning Manager recommends approval of the zone change to GC -MD. This property lies within the Regional Center of the Eastex Freeway, Concord Road and Dowlen Road. J. C. Modica wishes to build an 8,500 square foot retail tire store for Modica Brothers at 6050 Concord Road. The present NC zoning on the tract restricts structures to a maximum of 4,000 square feet. A very small pail of this tract is zoned RS along the northeast property line. He feels that with the population growth and commercial expansion in north and west Beaumont, and with the future widening of Concord Road in mind in this "Regional Center" (Comprehensive Plan), that now is a good time for Modica Brothers to expand to serve customers in this part of Beaumont. Property next door to the southeast was rezoned to NC in 1995 for a vocational training school for plant safety personnel. There is also an engraving company on the school property. A one acre tract to the northeast on Concord at Garner was rezoned to NC in 1998 for a crafts and antiques store. Exhibits are attached. The existing right-of-way is 60' and the existing pavement is 20'. The proposed right-of-way is from 90' to 80' along this segment. There are open ditches along the road right-of- way and natural surface drainage. GENERAL INFORMATION/PUBLIC UTILITIES continued WATER: SANITARY SEWER SERVICE: There is an 8" water line in Concord between Garner and Gober. There is a 10" sanitary sewer in Concord between Garner and Gober. Fire protection is provided by Station #8, State Highway 105 at Lampman. Services and utilities are adequate.
